Defense surveillance

In the event of tension or a defense situation, military surveillance is used to monitor conscripts who are not serving in Germany. It is regulated in Section 24 of the Compulsory Military Service Act (WPflG). The monitoring is intended to ensure that the district military replacement offices are always informed about all facts and circumstances relevant to the drafting of military service. This includes the duty of citizens under military surveillance:

  • to always be available for messages from the district military replacement office
  • to notify the district military replacement office of any change of address within one week or to register or de-register with the residents' registration office within one week
  • to make oneself personally available when asked to do so
  • to undergo a security check at the request of the district military replacement office

In particular, the obligation to report on the current place of residence is intended, for example in the event of a war, to ensure the short-term readiness of the Bundeswehr . Military surveillance begins with the occurrence of compulsory military service (i.e. generally with the draft after reaching the age of majority ) and ends, except in the case of unfit :

  • in the case of unserved conscripts and team ranks at the end of the calendar year in which they reached their 32nd birthday;
  • for non-commissioned officers at the end of the calendar year in which they turned 45;
  • for officers at the end of the calendar year in which they reached their 60th year of life.

Section 24 WPflG has been changed several times over the years. With the Defense Law Amendment Act 2008, certain helpers in civil protection or disaster control as well as development workers were exempted from military surveillance. The obligation to report to a military replacement authority has also been lifted if the place of residence is left for more than eight weeks. Since July 1, 2011, Section 24 according to Section 2 only applies in the event of tension or defense.
