The fitness level (also signed number ) describes the medical examination result of the Bundeswehr . According to the Conscription Act , a distinction is made between three degrees of fitness.

A distinction is made between the following degrees of suitability:

  • fit for military service,
  • temporarily unfit for military service,
  • not fit for military service.

The determination of the degree of fitness is part of the draft notice and can therefore be challenged by filing an objection to the draft notice.

Health disorders cannot be categorized due to their different characteristics. The following table only contains examples for rough orientation. The decision on the exact allocation of the respective health disorders to the individual suitability and degree of use (signature number) requires a detailed examination by a doctor, taking into account extensive and differentiated fitness guidelines.

Suitability / use levels

T1, T2, T3, T6, X (fit for military / service)

The fitness level "fit for military service" is divided into levels of use :

  • fully usable (T1),
  • usable with restrictions for certain activities (T2),
  • usable with considerable restrictions for certain activities (T3),
  • usable as reservist (T6) or
  • usable as reservist in staff assignments in Germany without physical strain (degree of utilization X).

T1 (fully usable)

  • no health disorders
  • no usage exclusions in the usage report
  • no ametropia (limit in practice about +/- 1 dpt ) - visual acuity without correction 0.7 in both eyes
  • no fixed braces

T2 (usable with restrictions for certain activities)

  • Height under 175 cm or over 184 cm
  • mild health disorders:
    • beginning changes in the spine and joints
    • Moderate allergies (e.g. hay fever )
    • Ametropia up to values ​​of up to +8 D (sph) and / or +/- 5 (cyl). With minus-sph any strength is permitted.
    • Eye problems such as B. Red / Green weakness

T3 (usable with restrictions in basic training and for certain activities)

This level of use ceased to exist with the amendment to the Conscription Act on October 1, 2004. The illnesses that led to classification T3 up to then were included in the catalog of degree T5 and therefore lead to retirement. With the entry into force of the new regulation of the military medical assessment on July 3, 2018, fitness level 3 is to be used again for voluntary military service .

The official reason for the abolition of the T3 fitness level was that in the future every person doing military service should be fit for a deployment abroad, which was not exclusively the case with T3.

All patterned T3 by October 1, 2004 were rated T5. Anyone who was already serving at this point had the choice of serving until the end of the service or being dismissed. Reservists were given the opportunity to continue to work in individual cases with the T6 rating.

T6 (usable as reservist)

Aptitude level T6 was introduced as a solution for reservists with aptitude level T3, in order to enable them to participate in official events (DVaG), military exercises , special assignments abroad and domestic assistance. In the event of a convocation , the classification is checked by the pre-employment examination. Involvement is possible, except in the event of tension or defense , after a written declaration of consent. Reservists who were previously classified as T3 prior to October 1, 2004 are now T6. They are still subject to military surveillance . The regulation also applies to former time and professional soldiers who were liable for military service and completed dents the service after October 1 of 2004.

For former conscript reservists the name of the degree of fitness is "military service as a reservist" and for former contract and professional soldiers it is "able to serve as a reservist".

Degree of utilization X (usable as a reservist in the domestic staff service without physical strain)

This is awarded to soldiers who have a health disorder of grade VI, which did not lead to a disability procedure, but would be assessed as “unsuitable for health” in the course of the discharge examination. The soldier is suitable for staff duty in Germany with his own consent and without physical strain (to be assessed by the head of the deployment site).

T4 (temporarily unfit for military service / service)

Determination of a health disorder whose effect on military service or its course cannot be conclusively assessed within four weeks, whereby a state of health that can be improved through therapy or the passage of time can be assumed. z. B .: Recently suffered accident with broken bones, in which the result has to be awaited after the healing process has taken place, for example because movement restrictions may remain or vertebral damage in non-adult men, if an assessment should only be possible after growth has stopped.

Even conscripts who wore fixed braces were patterned as T4 before the suspension of conscription, presumably because the federal government should have borne the costs for orthodontic treatment for the conscript. The fact that fixed, front-mounted braces make it impossible to work on the radar due to induction , could only justify a classification in T2.

T5 (not fit for military service)

Establishing a serious health disorder. An improvement in the state of health is not to be expected; z. B .:

The number of health disorders is not decisive for the assignment of the degree of fitness. For every health disorder in every form, its effect on the stresses of basic military service has been determined individually . This means that if there are several health disorders with the same degree of severity, there is no summation that requires an upgrade of the degree of fitness. Rather, the classification is based on the most serious existing health disorder.

Abolished degrees of fitness

T7 (usable with severe restrictions in the basic training, suitable for office work)

In the general debate in the military service it has been argued that men who did not achieve a T3 fitness level but could have performed certain activities in the armed forces were not used. As of January 1, 1995, the level of suitability T7 (full name: “usable for certain activities in the basic military service with exemption from basic training ”) was introduced, which stood between T3 and T4. Men registered on T7 did not have to complete the regular basic training. Instead, they received limited basic training in accordance with the restrictions identified during the drafting . Even in the case of recognized conscientious objectors with a T7 fitness level, it was necessary to check whether the civilian service provider was physically capable of performing the activities required by the agency.

The T7 fitness level was abolished in 2000.
