Weimar Triangle 2003
The 5th meeting of the Weimar Triangle took place on May 9, 2003 in Breslau , Poland .

The representatives of the three countries, Poland, Germany and France were present . The Polish President Aleksander Kwasniewski , the French President , Jacques Chirac , and the German Chancellor , Gerhard Schröder , had formulated a program to strengthen the trilateral cooperation.

European cooperation
The central theme of the Breslau summit was future cooperation within the framework of the Weimar triangle. In a joint declaration, the participants described the Weimar Triangle as a “forum for dialogue and cooperation”, which should provide impetus for the enlarged Union. The task of the Weimar Triangle continues to be "to weave ever closer the networks of cooperation that connect peoples and states (...) with each other at all levels and across the breadth of life."
In this context, France and Germany decided to include Poland in the further development of the common agricultural policy , transport policy and in discussions on all aspects of economic and social cohesion. The heads of government declared that they wanted to improve the development of European foreign , security and defense policy ( ESDP ) through regular trilateral consultations.
Closer cooperation in reforming European institutions and the CFSP was also discussed. Germany and France declared their intention to continue this joint work and to agree. Poland expressed fundamental questions and doubts in this regard. The summit participants did not come to specific agreements.
EU enlargement
Another topic of the meeting was relations with Russia and with the other “new neighbors” of the enlarged Union, especially Ukraine . It was agreed to continue to work on the "friendly" relations with these countries.
Cooperations
The summit participants endorsed the ongoing dialogue between the foreign and defense ministers, the coordination between the finance ministers and the agreement of a first meeting between the ministers for labor and social affairs and the ministers for Europe . During the meeting, the participants spoke out in favor of expanding the triangle to include other areas such as transport and domestic policy. In addition, one wants to achieve a stronger anchoring of the triangle in civil society. It was agreed to intensify the cooperation between the regional authorities of the three countries and the exchange between young people and students.
In this context, it was stated that possibilities for a three-way cooperation between universities would be examined, also in connection with the European University Viadrina in Frankfurt an der Oder . Chirac emphasized the importance of this cultural cooperation between the three countries, especially in this area of university cooperation. As an example, he spoke about the desire for greater cooperation between the German-French University in Saarbrücken and what he called the “German-Polish University” in Frankfurt an der Oder.
