The Global Commission on Drug Policy ( English Global Commission on Drug Policy , GCDP ) is an independent international commission with the declared aim of approaches to evidence-based and harm reduction drug policy to develop and bring into the public discussion. The 19-member body was founded in January 2011 by high-ranking politicians, business people and human rights activists, including former UN Secretary-General Kofi Annan , former NATO Secretary General Javier Solana , former Federal Reserve Chairman Paul Volcker , British entrepreneur Richard Branson and former Heads of State of Brazil, Colombia and Mexico. Ruth Dreifuss chairs the commission .

In June of the same year, a first report was published calling the drug war a failure and urging governments to experiment with legal drug regulation in order to weaken criminal structures and reduce critical drug use patterns. In addition, the focus of drug policy should be shifted from the pure fight against crime to health and human rights issues. These proposals were immediately rejected by both the US and Mexican governments, but were positively received by former US President Jimmy Carter . In response to a small question from the left-wing parliamentary group of the German Bundestag to the federal government as to the extent to which it shares the results of the report and intends to implement them, a position was taken to the effect that a balanced, prevention-based approach was pursued, with a focus on reducing consumption and providing medical advice and advice; some of the recommendations are already being implemented.

After the Organization of American States officially issued an opinion on alternative approaches to the current prohibition policy in 2013 , the Commission's second report was published in September 2014. In this, the importance of political steps towards legal regulation of drugs was emphasized again; Furthermore, the worldwide poor availability or unavailability of painkillers and possible remedies for mental illnesses due to existing legislation was pointed out. In order to effectively fight organized crime, a much more far-reaching approach than the mere decriminalization of drug use is called for, both at national and international level.

A 2016 report said the World Commission believed

that for the maintenance of human dignity and the rule of law, possession of small quantities and / or consumption must not be punished at all.
