It was designed by Brennan Beer Gorman Monk Architects. It took two years to build, and it has been completed and accessible to private individuals since 2007. It has a total of 38 floors, 5 of which are used as parking spaces. Westin Hotels & Resorts operates a hotel on floors 3 to 16 with a total of 236 rooms. Since its completion, it has been the tallest building in the state of Virginia and, at 155 meters, is 18 meters higher than the James Monroe Building in Richmond .
