Together with Alexander Bahar , Kugel presented a comprehensive study on the Reichstag fire of 1933 in 2001/2013 , in which the alleged sole perpetrator of the Dutch communist Marinus van der Lubbe is questioned. Based on an abundance of - in some cases previously unevaluated - materials (e.g. approx. 50,000 sheets of original files from the Reichstag Fire Commission from 1933), the view is taken that the fire was started by National Socialists in the vicinity of Hermann Göring .
