Wini is the capital of the Indonesian district of North Insana ( Kecamatan Insana Utara) in the administrative district ( Kabupaten ) of North Central Timor , East Nusa Tenggara Province . It is located on the north coast of the island of Timor between the state of East Timor and its exclave Oe-Cusse Ambeno . The border crossing to Oe-Cusse Ambeno is located directly west of Wini, the East Timorese district capital Pante Macassar is 16 kilometers away.

Wini has a port, the center of the village is a little inland. Manganese ore is exported via the port , but only ships with less than 5000 gross tons can be served.
