After this season, Hansa Rostock was relegated to the GDR league, and Wolter was no longer part of the official line-up of the 1st team. Only in a point game he was used there as a substitute. Instead, he played again in the 2nd team, which was represented in the third-rate district league .

In November 1979 he was drafted into the National People's Army for three years . The top scorer was the Neubrandenburg with ten goals. After Wolter had played a league game for ASG Vorwärts in the first half of the 1982/83 season, he was dismissed from army service after a total of 30 GDR league appearances in October 1982, and he joined the GDR league team BSG Schiffahrt / Hafen Rostock on. With seven point matches and one goal, he was involved in the team's relay victory and then played four of the eight games in the league promotion round in 1983, in which the Rostockers missed promotion with the last place. Wolter completed two seasons with Schiffahrt / Hafen-BSG in the GDR league, where he played 42 games out of 56 games played and scored two goals in his last season. After this 1984/85 season, the BSG rose from the GDR league. When she rose again in 1986, Wolter had already ended his career as a competitive athlete.
