Zakład Ubezpieczeń Społecznych ( ZUS ; German  Social Insurance Company ) is the state social insurance company in Poland with 45,600 employees, which collects social and health insurance contributions from 15 million employees (as of August 2013) and pays out benefits, e.g. B. for pension, occupational accident, illness, maternity and death.

Social security contributions

Contribution amount

Financial condition

In 2013, ZUS had PLN 171 billion in its Fundusz Ubezpieczeń Społecznych (FUS) social security fund , which is about half of the Polish state budget. The ZUS maintains the Fund for Demographic Reserve ( Fundusz Rezerwy Demograficznej , FRD), which invests money as a preventive measure against demographic lows and achieved a profit rate of 7.2% in 2013. The maintenance of the ZUS costs over 4 billion zloty or 2.2% of its budget.

The contributions collected are not sufficient to finance the pension benefits. Early retirement alone cost the state 20 billion zloty annually, which is why the governing coalition of Platforma Obywatelska (PO) and the Farmers' Party (PSL) want to remove some professions from the early retirement list and increase the average retirement age. Currently, the average retirement age is 57 years, although women should actually work up to 60 and men up to 65. The estimated 1 million bogus unemployed and the abuse of sick leave are also a burden for the ZUS balance sheet.

The state supports the ZUS annually with PLN 38 billion and the farmers' social insurance KRUS with around PLN 15 billion. According to calculations by the FOR Foundation, 8% of Polish farmers' pensions are financed from contributions and 92% from the state treasury. 70% of the pensions of other occupational groups are financed from contributions.

In 2007 and 2008, the government led by the PiS and then the PO reduced the contribution for occupational disability insurance from 13 to 6%. 1.5% is paid by the employee, 4.5% by the employer. In 2010 alone, however, around 17 billion zlotys are missing from the FUS social security fund ( Fundusz Ubezpieczeń Społecznych ). In the next few years, too, the FUS will have 20 billion zlotys too little to pay the disability pensions. If one were to raise the contribution back to the old level of 13%, there would be a surplus in the FUS fund of 28 billion zlotys. In order for their expenses to be covered, the contribution would have to increase to at least 10.5% of the gross wage.
