Paweł Wypych (born February 20, 1968 in Otwock ; † April 10, 2010 in Smolensk , Russia ) was a Polish politician, state secretary, deputy minister and chairman of the Polish Social Insurance Institute ( Zakład Ubezpieczeń Społecznych ) and from 2009 state secretary in the presidential chancellery .

Life

Wypych graduated from the Institute for Social Prevention and Resocialization ( Instytut Profilaktyki Społecznej i Resocjalizacji ) and the Faculty of History at the University of Warsaw . He was also a graduate of postgraduate studies in the Organizational Area of Social Security at the Faculty of Journalism and Political Science of the University of Warsaw and in the area of ​​Public Administration at the University of Enterprise and Administration ( Wyższa Szkoła Przedsiębiorczości i Zarządzania im. Leona Koźmińskiego ). From 1987 to 1999 Wypych was a scout leader in the Polish scout organization Związek Harcerstwa Rzeczypospolitej .

From 1990 to 2003 Wypych was a member of the Warsaw District Council. From 1996 to 1999 he was an assistant at the Criminological Institute of Law ( Zakład Kryminologii Instytutu Nauk Prawnych ) of the Polish Academy of Sciences , then director of the Warsaw Center for Family Aid ( Warszawskie Centrum Pomocy Rodzinie ), and from 2002 director of the Social Policy Office of the Capital Warsaw.

From November 30, 2005 to August 7, 2006, Wypych was State Secretary in the Ministry of Labor and Social Policy ( Ministerstwo Pracy i Polityki Społecznej ), where he became an authorized representative in charge of disability issues. From February 7, 2007 to June 1, 2007 he was Deputy Minister in the Prime Minister's Office ( Kancelaria Prezesa Rady Ministrów ), then from November 26, 2007 he was President of the Polish Social Insurance Association ( Zakład Ubezpieczeń Społecznych ) on the recommendation of national conservative party Law and Justice ( Prawo i Sprawiedliwość; PiS ). On December 11, 2007, Wypych became President Lech Kaczyński 's advisor , responsible for labor and social policy, and on April 30, 2009, State Secretary in the Presidential Office , responsible for social affairs.

On April 10, 2010, Wypych was part of a Polish delegation headed by President Lech Kaczyński , who was to travel to the memorial in Russia on the occasion of the seventieth anniversary of the Katyn massacre . However, in a plane crash of the delegation near the Smolensk-Nord military airfield , he was killed along with other high-ranking representatives of Poland.

Paweł Wypych was married and had two children. Posthumously on April 16, 2010 he was awarded the Commander's Cross of the Order of Polonia Restituta (Krzyż Komandorski Orderu Odrodzenia Polski) .
