Zalman Shoval ( Hebrew זלמן שובל, Born April 28, 1930 in the Free City of Danzig ) is an Israeli diplomat and former politician.

Shoval was born in the Free City of Gdansk in 1930. In 1938 the family emigrated to the British Mandate of Palestine . After attending a high school in Tel Aviv , Shoval studied at the University of California, Berkeley , where he received a Bachelor of Arts (BA). He received his Master of Arts (MA) from the Institute of International Studies at the University of Geneva . Shoval later earned his PhD there .

Shoval worked in the State Department between 1955 and 1957, but left to work in banking and finance. Among other things, he was twice chairman of the Bankers Association Council .

Shoval was a member of the Mapai in the 1950s . In 1965 he joined David Ben Gurion when he left the Mapai and founded the Rafi party. When this went up in 1968 in the Avoda , he followed Ben Gurion in 1969 in the National List he founded . After Ben Gurion stepped down from his seat in the Knesset , Shoval replaced him. The National List was eventually included in the Likud , and so from 1973 Shoval sat for this party in the Knesset.

In January 1981 Shoval left Likud, together with Likud MPs Jigal Hurwitz and Jitzchak Peretz , and founded the Telem party with Moshe Dajan . However, since Telem only won two seats in the 1981 Knesset elections, Shoval lost his seat in parliament.

In 1984, Hurvitz and Shoval founded Ometz . Two years later, Ometz was absorbed by Likud. In 1988 Shoval was finally re-elected to the Knesset. In October 1990, Shoval stepped down to become Israeli ambassador to the United States . He held this office until 1993 and again from 1998 to 2000.
