The Central Sobering Unit (ZAE) is a cooperation facility between the Stuttgart Police and the Stuttgart Medical Association to accommodate and sober up people who are drunk or who are helpless due to drug use.

history

Between 1986 and 1999, 19 people died in the cells of the Stuttgart police, 14 of them as a result of alcohol abuse, even though every helpless person was examined by a doctor before being taken into custody and, if necessary, individual monitoring times were observed.

Therefore, on November 1, 2001, the Central Sobering Unit (ZAE) was opened at the Stuttgart Police Headquarters in cooperation with the Stuttgart Medical Association . This consists of 15 video-monitored places with five single cells for unruly or violent people, one double cell for women and two large four-person cells for men. The operating hours are at night between 8:00 p.m. and 6:00 a.m., during which, according to a court order, the drunk and helpless people are taken into custody and monitored under medical and nursing care.

The police are responsible for general operations, admission and discharge as well as the legal intervention measures associated with detention. The medical and nursing care monitors any complications, critical changes in the state of health or injuries that may arise during the sobering up, and medical care can intervene immediately in an emergency.

The costs of 185 € resulting from the bringing in will be billed to the inmates afterwards. The concept of police and medical care, which is unique in Germany, was adopted by the Zurich City Police in 2010 . In Hamburg there was a similar concept between 1974 and 2015 with the ZAB , which was operated with fire fighters and a DRK sanitary facility, but was closed for financial reasons.
