City Police Zurich
The Zurich City Police (Stapo Zurich for short) is the third largest police force in Switzerland with around 2,100 employees after the Zurich cantonal police and the Bern cantonal police . As a municipal police corps, it is responsible for the municipal area of the city of Zurich in accordance with the Police Organization Act (POG) of November 29, 2004 and ensures basic police services. In addition, it has various special uniform and criminal police services. Your criminal police competencies are regulated by the POG and the ordinance on the division of criminal police duties of July 6, 2005. The city police are subordinate to the Security Department of the City of Zurich (Head: City Councilor Karin Rykart ) and are operationally managed by Commander Colonel Daniel Blumer.

The Zurich City Police is headed by the police commander. The departments named below are subordinate to the commanding officer. Together with the department heads, the commander forms the management of the Zurich City Police. Since the reorganization in 2015 (MOVE project), the Zurich City Police has eight main departments of different sizes, which are divided into subdivisions (so-called commissariats, roughly equivalent to German inspections):

The main departments and commissariats are led by police officers. The security department, the special department and the criminal department are the largest departments and are mainly responsible for the comprehensive uniform and criminal police basic services in their areas.
Security department
The security department (SIA) ensures the security and parts of the criminal police's basic supply and guarantees public safety and order in the city of Zurich around the clock. The SIA is responsible for problem and cause-oriented and community-based policing such as
- preventive and repressive patrol service (patrol duty, foot patrol, etc.),
- Display and release service,
- Fighting and managing scenes and hotspots,
- Implementation of controls and police actions.
The members of the security department are on duty at one of the five regional guards, the Seilergraben training guard in District 1 or one of the eight district guards. All police stations are subordinate to one of the four commissariats of the security department.
City Police Department
The City Commissioner is responsible for the city center as well as the easternmost and southernmost parts of the city. Subordinate to him are the district guards Enge , Wollishofen , Hottingen , Riesbach , Leimbach , Seilergraben as well as the regional watch city and the detective post City, whereby the regional watch city has a 24-hour operation. The Witikon district watch was closed in 2009. Since then, the Witikon district has been served by district police officers who are stationed at the Hottingen district guard.
Oerlikon police station
All guards in Zurich-North report to the Oerlikon police station. These include the district guards Schwamendingen , Unterstrass , Affoltern as well as the Oerlikon regional watch and the Oerlikon detective post. Detective watch Oerlikon. Commissariat Wiedikon
The Wiedikon Commissariat is responsible for the southwest of the city. These include the Altstetten and Grünau district guards, the Wiedikon regional and detective posts and the Gänziloo service dog center.
Industry Commissariat
The Industry Commissariat is responsible for the western city center and the northwest of the city. This includes the Höngg district watch , as well as the Aussersihl regional watch and the industrial quarter and the Aussersihl detective post.
Crime department

Criminal service
The Criminal Police Commissioner's office is responsible for basic criminal police services in the city of Zurich. The police station comprises four detective posts, the detective / detective office (HDB) and the graffiti office. Commissioner investigation 1

The members of the child protection department are also responsible for combating child pornography. The youth service deals with all crimes committed by minors. The Milieu and Sexual Offenses Section is responsible for sexual offenses (Sexual Offenses Service) and human trafficking (Human Trafficking Service) as well as for controlling the red light district and issuing police permits for prostitution (Prostitution Service). The Threat Management specialist group is responsible for measures to protect against violence in potentially dangerous people and the Victim Issues Unit is responsible for the police-wide implementation of the provisions of the Victim Assistance Act (OHG) and the Code of Criminal Procedure (StPO) for the protection of victims of criminal offenses.
Commissioner investigation 2
The employees of this commissioner's office conduct investigations into property crimes (fraud / offenses in payment transactions; break-ins, theft and vehicle offenses) and violations of the Aliens and Asylum Act (aliens' issues). Information reports are created for various government agencies, applications for naturalization and requests to inspect files are processed (information reports), a range of administrative assistance transactions are carried out for various authorities and violations of the Passenger Transport Act are punished (government mandates). Furthermore, the Weapons Unit (contact person for all questions about weapons within the Corps and towards citizens / authorities of the City of Zurich) and the post and copy service are affiliated with the Investigations 2 Commissioner.
Police station search
The main task of the commissioner's office is the search, i.e. H. the targeted search for people, things and processes of police interest. The type, scope and intensity of the search measures used depend on the type and severity of the offense, the danger posed by the perpetrators or the current crime situation. The commissioner's office is also responsible for all observations, informant support, extensive and complex proceedings against narcotics traffickers and the narcotics evidence center.
Competence Center for Digital Investigation Services
The Competence Center Digital Investigation Services deals with digital and virtual evidence. It is divided into the three main areas of digital forensics and investigations, which deals with the security, extraction, processing and evaluation of digital data that can be used in court, investigation and observation technology, which supports the front-line departments and investigative services by using technical aids, and operational crime analysis, provides services in the field of data analysis for the attention of investigating and criminal investigation authorities.

Four special security police units are grouped together in the special department.
Traffic Police Commissariat
The traffic police department ensures safety and order in road traffic and is responsible for the traffic police tasks of the Zurich city police. She instructs the uniformed police on their traffic police duties and has specialists in the uniformed and civil service in the police station on various topics such as vehicle technology, goods transport, professional passenger transport and others. The traffic police accompanies all major events and demonstrations in the city in the planning and, if necessary, in the implementation. The traffic police also operate their own signaling and towing service.
Water police commissioner
From the Mythenquai station, the water protection police commissioner provides basic and special police supplies on the water, on the banks and in the port facilities around the clock. In addition, sea rescue is ensured in the area of the city of Zurich, violations of the environmental, waste and water protection laws are punished, the ship stands are managed and the port and buoy facilities are maintained. If necessary, the water police commissariat supports the other emergency services of the city police.
Service dog competence center
The service dog competence center ensures that an operational dog is available around the clock to support the emergency services of the Zurich City Police. In addition, the service dog competence center operates the animal welfare crime unit and is responsible for the implementation of the city's dog controls. The Service Dog Competence Center is one of the leading service dog centers in Switzerland for police dog use in urban areas. The training and further education of the service dogs and the service dog handlers is carried out by professional instructors from the DKZ.

Police assistance service
The more than 140 employees of the Police Assistance Service - PAD for short - perform their uniformed service unarmed and are deployed in particular in the areas of traffic control, patrol service and traffic regulation. In addition, they support all departments of the city police in fulfilling their tasks in various functions. Like their armed colleagues, the PAD employees are among the 1700 or so corps members of the Zurich City Police. The PAD also operates the office for ID loss at Schaffhauserstrasse 26.
Operations department
The operations department includes various specialist units, as well as uniformed forces who are on duty around the clock in the city of Zurich.
Commissariat Situation Center and Operations
In the situation center and operations commissariat, various specialist units for effective and situation-related deployment planning are combined. Whether crowd management, disaster management, operations centers or the departments of analysis and development as well as personnel and logistics - all areas provide services for optimal deployment preparation and follow-up and are of course also deployed during (large) police operations. Special commissioner
The members of the Sonderkommissariat are on duty around the clock and are uniformed as heavyweight and reserve equipment throughout the city. The focus areas are the city center as well as Langstrasse and the surrounding area. In the summer half of the year, SOKO employees work according to a special working time model, which aims to increase the police presence at night and on weekends. The main tasks are the unpeaceful security service as well as the concentration on typical crimes related to the 24h society / party scene as well as the fight against the illegal drug scene through preventive and repressive patrol activities.
Commissariat intervention
The members of the “Scorpio” intervention unit are ready 24 hours a day and are specially trained and equipped to deal with special situations. In addition, they do their civil service as bodyguards and support the other uniform workers and the criminal police in their tasks. During sporting events or demonstrations where a high potential for violence is to be expected, the members of the intervention unit carry out the unpeaceful security service in a special evidence preservation and arrest unit.
Commissariat instruction
The members of the Instruction Commissariat are responsible for the basic training as well as the further training of the corps members in police tactical areas and ensure that the Zurich police officers are always able to meet the demands of modern everyday police work. The professional instructors were previously active as grenadiers in the “Scorpio” intervention unit and, in addition to their function as instructors, are also deployed as operations managers in the intervention unit.
