The Central Outpatient Clinic for Drunk People (ZAB) is an institution of the Free and Hanseatic City of Hamburg for "only temporary accommodation and sobering up drunk, helpless people". The ZAB is currently closed and a new ZAB at another location is being planned.

history

The ZAB was founded in 1974 by the health authority in Hamburg. The background to this were several previous deaths of drunk people in police custody. It was designed for 24-hour operation and was staffed by two nurses, a cleaning staff and a doctor on shift work. Organizationally, it belonged to the port hospital . The first location of the ZAB was a former police station on Karolinenstrasse in the Karolinenviertel , later it was relocated to Brennerstrasse in the St. Georg district . When it was founded, the ZAB was a unique institution in Germany. It was not until 2001 that a similar facility was created in Stuttgart with the “Central Deterioration Unit (ZAE)”.

With the closure of the port hospital in 1996, organizational responsibility was transferred to the nearby St. Georg Hospital . On April 1, 2003, responsibility was transferred to the Hamburg professional fire brigade and operations were relocated to the former Millerntor fire station on Holstenglacis on the border between the St. Pauli and Neustadt districts . It was housed there and operated by fire fighters. It has currently been closed for about 2 years, but a new ZAB is being planned at a different location. Until then, the adjacent hospitals take care of drunk patients.

No medical measures are carried out in the ZAB, apart from emergency measures and the control of vital functions. Before being introduced to the ZAB, the person must undergo a medical inspection e.g. B. have gone through in a hospital. This is to prevent complications from overlooked injuries (e.g. after a fall) or mixed intoxication (e.g. with other drugs) being overlooked.

The inmates have to pay the costs of the current flat rate of 310 euros for the accommodation.
