Central vehicle register

The Central Vehicle Register ( ZFZR ) is one of the four central registers maintained by the Federal Motor Transport Authority (KBA) in Flensburg - Mürwik .

In addition to this register, the Federal Motor Transport Authority also maintains the Central Driving License Register (ZFER), the Driving Fitness Register (FAER) and the Tachograph Card Register (FKR).

The legal basis for running the ZFZR is § 31 StVG.

Contents of the register

The ZFZR stores the data from the registration certificate of a motor vehicle .

These include:

  • Personal data of the vehicle owner
  • Vehicle data
  • Registration dates such as first registration date or rewriting date

The content of the ZFZR is laid down in Section 33 of the StVG.

These data are recorded by the respective licensing authority as part of a new registration and transmitted to the KBA via ZEVIS . Changes to this data are made by the licensing authorities as part of a transfer of ownership or decommissioning and also transmitted to the KBA. In addition to licensing authorities, insurance companies may write to the ZFZR in order to record and change insurance numbers. In the event of theft or vehicle recalls, search notes can also be saved in the ZFZR.

According to the KBA, the ZFZR contained 62.4 million vehicles in January 2015.

Access authorization

The following national groups may have write access to the ZFZR data:

  • Regulatory agencies
  • Insurer (for insurance number)

The permitted purpose of these keeper data requests is specified in Section 32 of the Road Traffic Act.

European holder data exchange

Since November 7, 2013, as part of Directive 2011/82 / EU - now new Directive (EU) 2015/413 - keeper inquiries for the following eight traffic violations may be made in other European countries:

  • Speeding
  • Violations of the obligation to wear seat belts
  • Driving over a red light signal (red traffic light)
  • Drunk driving
  • Driving under the influence of intoxicating substances
  • Violations of the obligation to wear a hard hat
  • unauthorized use of a lane
  • unlawful use of a cell phone or other communication device while driving

The request is sent to the European central traffic registers via the EUCARIS (European Car and Driving License Information System). The German contact point is the KBA.

Since August 31, 2013 (insertion of Section 37b StVG ), the Federal Motor Transport Authority has been able to transmit owner data to requesting offices in the Member States if this is necessary to pursue the above-mentioned traffic offenses. According to Section 37 StVG, the registry authorities were already allowed to transmit existing registry data to foreign bodies beforehand .

The procedure for the European holder data exchange is called "CBE" (Cross Border Exchange).

Information letter to other European countries

According to § 27 StVG, after receiving the owner's address, an information letter can be sent to the foreign vehicle owner in the language in which the vehicle was registered.

Internet-based approval / decommissioning

Since January 1, 2015, vehicles that have been registered since January 1, 2015 can be decommissioned via an Internet portal of the registration offices or a central KBA website. The new stamp sticker and an electronic identity card and reader are required for this. According to the BMVI, this is the first step for internet-based approval.
