ZEVIS

ZEVIS is the Ze ntrale V erkehrs- I nformation s ystem of the German Federal Motor Vehicle Office and began operation on February 15 1987th

It is a database in which various data relating to vehicles , vehicle owners (owner status, driving bans , withdrawal of driving licenses) and license plates are administered nationwide.

Motor vehicles

All vehicles registered in Germany are stored in the group with their registration number, address of the owner, vehicle type , vehicle manufacturer , type , chassis number or VIN , color , first registration , etc. There is also an automated comparison with the wanted inventory .

Vehicle owner

The group lists all persons for whom a vehicle has been or was registered in a way that is relevant to the owner (at a time that can be selected). Authority vehicles that are used by agencies with particularly sensitive tasks (e.g. Federal Intelligence Service ) also have a hidden or even legendary property of ownership. In the first case, the real agency can only be obtained from the alleged agency. In the second case, the true identity can only be found out through a well-founded written - official - request to the Federal Motor Transport Authority in Flensburg - Mürwik ( INPOL is blocked for this).

Withdrawal of driving licenses and driving license bans

In the group, people are registered who have had their driving licenses withdrawn or who have been blocked from obtaining a driving license. Additional information is added to the data, e.g. B. the authority, the file number, the beginning and the end.

access

The road traffic authorities , customs and police departments (via INPOL ) have automated access to the system. Use or disclosure of the data is only intended if there is a special reason.

fees

For every new registration or change (change / deregistration) of vehicles at the vehicle registration offices, a fee must be paid to the KBA for the creation / change of the ZEVIS data record. This is passed on to the applicant (KBA fee).

Legal basis

The legal basis is the law on the establishment of a Federal Motor Transport Authority of August 4, 1951 ( Federal Law Gazette I p. 488 ). Retrieval, transmission and creation of the vehicle register are regulated in §§ 30a to 47 StVG .
