The second ordinance on exemptions from the provisions of the driving license regulation determined that bullet-proof vehicles with a gross vehicle mass kg to 4100, notwithstanding the provisions of § 6 of the German driving license regulation , with a driving license of B class may be performed, provided that they used by the Federal Criminal Police Office or the police forces of the federal states . Both the drivers and the vehicles are subject to special requirements listed in the annex to the regulation.

The drivers must hold a class B driving license and take part in additional driver training carried out by the Federal Criminal Police Office or the state police. At the beginning of this training you are not allowed to have any points in the register of fitness to drive . The training comprises at least three days with eight lessons each and contains a theoretical and a practical part. The training police will issue a certificate that the drivers must carry with them about the completion of the training. In addition, the drivers have to take part in a refresher course once a year.

The vehicles must have a European type approval or an individual approval in accordance with Article 24 of Directive 2007/46 / EC and meet the requirements for braking systems in accordance with Annex I number 2.2.1 of Directive 71/320 / EEC . The dimensions and visibility of the vehicles should correspond to those of a passenger car of class M1 , AA sedan within the meaning of Annex II Part C of Directive 2007/46 / EC.

The ordinance was issued by the Federal Ministry of Transport, Building and Urban Development and came into force on December 31, 2011.
