The following is a list of sovereign countries that have taken a position on the recognition of the Republic of Kosovo after it declared its independence on February 17, 2008.

  • Template:Arm's Prime Minister said in an interview given to Reuters that Armenia will not immediately recognise Nagorno-Karabagh, referring to Armenia's position that it will not immediately recognise Kosovo.[21]
  •  Azerbaijan will remain neutral when the recognition of Kosovo’s independence is discussed at the winter session of the Parliamentary Assembly of the Council of Europe.[22]
  •  Brazil's Ministry of External Relations announced in a statement that it is "reviewing the situation and will not hurry recognition" in order to maintain its standing relations with Belgrade and Moscow.[23]
  •  Bulgaria’s stand will be announced after the new situation is discussed by the foreign ministers of the EU member states in Brussels on Monday. Bulgaria is influenced mainly by the necessity to retain stability in the region and avoid escalation of tension in and around Kosovo. Bulgaria will present its position in the Council of Foreign Ministers and will continue to actively pursue the achievement of a united EU stand, which to the greatest extent would minimize the security risks in Kosovo, in the region and in Europe, the statement says.[24]
  •  Canada has not yet taken a position on Kosovo's independence, and is not expected to move rapidly on the issue.[25]
  •  Croatia is awaiting the European Union's decision.[26]
  •  Czech Republic is awaiting the European Union's decision,[7] but Czech President Václav Klaus has stated his opposition to an independent Kosovo.[27]
  •  Egypt's Foreign Ministry spokesman urged the parties to abide by international law and support regional stability, but did not say if Egypt recognises Kosovo.[7]
  •  Hungary is awaiting the European Union's decision.[28]
  •  Iceland's Foreign Minister, Ingibjörg Sólrún Gísladóttir has said that it would not be wise for Iceland to be among the first nations to recognize the independence of Kosovo. [29]
  •  Israel will not recognise Kosovo immediately.[30]
  •  Japan will not immediately recognise Kosovo in order to retain its standing with nations such as Russia.[31] However, a Kosovo embassy is expected to be opened in Japan in the near future.[32]
  •  Malta is awaiting the United Nations Security Council's decision.[7]
  •  Montenegro is awaiting the European Union's decision.[33]
  •  Netherlands minister of Foreign Affairs Maxime Verhagen said in response to Kosovo's declaration of independence that, although we face a "new reality", the Netherlands government will not hurry recognition.[34]
  •  Norway will spend the next few days considering its relations with Kosovo. An official press release did not mention the word "recognition".[35]
  •  Portugal is awaiting the United Nations Security Council's decision.[36]
  •  Slovenia, the current holder of the rotating Presidency of the European Union, urged other nations to act diplomatically and without violence.[36]
  •  Sweden said it will not be one of the first EU countries to recognise Kosovo.[37]
  •  Vatican City urged Serbia and Kosovo to approach the situation with "prudence and moderation" and that Pope Benedict XVI would be praying for them at "this crucial moment in their history."[38]

International organisations

  •  UN: Russia called an emergency session of the United Nations Security Council on February 17, but the council members failed to reach a consensus. Russia has requested another meeting on February 18.[39] It is expected that Russia's refusal to recognise Kosovo will prevent Kosovo from attaining a seat at the UN. Kosovo will need approval from all five permanent members of the Security Council, of whom Russia and China are two.[40]
  • The International Olympic Committee has said it will recognise Kosovo, although they expressed doubt it would be able to compete in the 2008 Summer Olympics.[41]
