The ÖRHB was founded in 1966 in Café Landtmann in Vienna . The idea of training rescue dogs took off quickly. In the past four decades, regional groups with rescue dog teams have been established in all Austrian federal states .

In 1965 the “Nederlandse Reddingshonden Brigade” in Amsterdam sent an inquiry to the Austrian Embassy in the Netherlands about the extent to which a rescue dog organization also existed in Austria. Ing.Richard Radakovic was active as an active dog handler at this time, mainly dealing with avalanche work. He discusses with other dog handlers, the idea taking on more distinct forms. On February 12, 1966 the time had come: The five dog handlers Ing. Richard Radakovic, Hugo Matecha, Karl Böhm, Karl Stift and Oberinsp. Ludwig Joksch found the "Austrian Rescue Dog Brigade". The non-prohibition is confirmed to the association on March 29, 1966. The first praesidium:

  • President: Ing.Richard Radakovic
  • Secretary: Karl Stift
  • Financial advisor: Hugo Matecha
  • Training manager: Adolf Mucha

As early as 1967 there were contacts with a rescue dog organization in what was then the CSSR. The Austrian civil defense is also extremely cooperative. Also in 1967, the well-deserved Styrian dog handler Hannes Schneider was appointed head of "Section 3a - Training and Regulations, Examination". It is thanks to his active cooperation that the Styrian regional group is formed in the same year and he is responsible for it himself. The Lower Austria regional group was also established in 1967 - initially under the leadership of Karl Böhm, who was soon replaced by the new regional manager, Anton Gabmayer.

In 1969 the Upper Austria regional group was founded with regional manager Matthäus Schatzl, who was followed shortly after by Benno Gumpinger. In 1970 the regional group of Carinthia was formed with regional manager Robert Winkler and in the same year the regional group of Tyrol was established under the leadership of Fritz Hahndl. The Salzburg regional group was also constituted in 1970 with regional director Anton Erasimus. President Radakovic travels to the USA to exchange experiences with the “Search and Rescue Dogs Association” in Seattle and to establish contact with the “Federal Civil Defense Administration” in Washington. On July 2, 1970, the IFRA (International Federation of Rescue Dogs Association) was founded in New York between the “Austrian Rescue Dog Brigade” and the “Search and Rescue Dogs Association”. The aim of this umbrella association was the worldwide involvement of all rescue dog organizations.

The Swiss Federal Office for Civil Protection in Bern has expressed its interest in the ÖRHB, as has the Federal Office for Civil Protection in Bonn and the Association of Rescue Dogs in Baden-Württemberg. The missing regional groups now follow in quick succession: 1981 Burgenland regional group with country manager Ernst Böhm. She already had seven missions in the first year! In 1984 the Vienna-Lower Austria regional group with Franz Dörfler became the regional head of the Vienna-Lower Austria alarm department. The last to come into being in 1986 was the Vorarlberg regional group, the first regional manager being Ewald Mattivi. In 1990 he joined the ÖKV (Austrian Cynologist Association) and the FCI (Federation Cynologique Internationale).
