Əbülfəz Qədirqulu oğlu Elçibəy (alternative Azerbaijani spelling Äbülfäz Qädirqulu oğlu Elçibäy ; actually Əbülfəz Qədirqulu oğlu Əliyev or Äbülfäz Qädirqulu oğlu Aliyev , Russian Абульфаз Эльчибей /. Abulfas Eltschibei * 24. June 1938 in Nakhchivan City , Azerbaijan SSR ; † 22. August 2000 in Ankara ) was an Azerbaijani politician and cultural scientist.

Elçibəy was born as Əbülfəz Qədirqulu oğlu Əliyev in the former Soviet Republic of Azerbaijan. With the beginning of his anti-communist activities, he changed his family name to Elçibəy .

Əbülfəz Elçibəy studied Arabic and Oriental Studies at the State University in Baku. He was interned in the late 1970s. The reason for this was his alleged "anti-Soviet" propaganda. In fact, he had discussions with his students critical of Russia. Elçibəy called the life of the Azerbaijanis in the Soviet Union an occupation.

He lectured at the history faculty on the First Republic (1918–1920) and talked about Məhəmməd Əmin Rəsulzadə , the first Azerbaijani head of state who went into exile in Poland after the Soviet conquest of Azerbaijan in April 1920. Elçibəy himself was arrested and spent two years in prison. After his release, his teaching rights were revoked. Elçibəy continued to work at the Academy of Sciences in Baku, in the Institute for Ancient Scripts.

Elçibəy specialized in the field of medieval Arab history and was a proponent of the ideas about the solidarity of the Turkic-speaking and Finno-Ugric peoples. In addition to his mother tongue Azerbaijani, he spoke fluent Arabic, Ottoman and Turkish. At the end of the 1980s, Elçibəy became the leader of the Azerbaijani liberation movement, which was formed around the Azerbaijani National Front or Popular Front .

From June 7, 1992 to June 25, 1993 Elçibəy was President of Azerbaijan . Under his leadership, Azerbaijan signed a friendship agreement with Turkey and left the CIS (Commonwealth of Independent States) in October 1992 . In September 1993, however, Azerbaijan became a member of the CIS again. Elçibəy also pushed through the withdrawal of Russian troops from Azerbaijan.

During his presidency, the Cyrillic alphabet was replaced by the Latin alphabet in Azerbaijan .

Due to the defeats in the Nagorno-Karabakh conflict , he was overthrown during a military revolt in 1993 and replaced by the former head of the Azerbaijani Communist Party and then head of the Yeni Azərbaycan party , Heydər Əliyev .
