Ștefan Bălan

Ștefan Bălan (born January 1, 1913 in Brăila ; † March 26, 1991 in Bucharest ) was a Romanian politician of the Romanian Communist Party PCR (Partidul Comunist Român) , who, among other things, was mayor of Bucharest from 1955 to 1956 , and between 1956 and 1958 Minister of Construction and was Minister of Education from 1963 to 1969.

Life

Ștefan Bălan graduated from the Bucharest Polytechnic Institute and then worked as a civil engineer. He was a member of the Romanian Communist Party PCR (Partidul Comunist Român) . In 1948 he took over a professorship as holder of the chair at the Institute for Construction in Bucharest and taught there until 1974. He was also President of the State Commission for Standardization until August 8, 1951 and then took over the post of President of the on August 8, 1951 State Committee for Technology. At the same time he was Vice President of the State Committee for Planning until September 23, 1954 and then became President of the Executive Committee of the People's Council of Bucharest on September 23, 1954. As such, he was Gheorghe Vidraşcu's successor from March 1955 until his replacement by Anton Vlădoiu in January 1956 mayor of Bucharest . On July 2, 1955, he became a corresponding member of the Romanian Academy (Academia Republicii Populare Române) .

On January 10, 1956, Bălan took over the office of Minister of Construction (Ministrul construcțiilor) as the successor to Gheorghe Hossu in the Stoica I Cabinet and held this ministerial office until March 19, 1957. In February 1962 he became Vice Minister for Education and Culture and on March 21, 1957 March 1963 titular member of the Romanian Academy. As such, he also became President of the Academy's Technical Sciences Section. On March 16, 1963, he took over the post of Minister of Education (Ministru al învățământului) from Ilie G. Murgulescu in Cabinet Maurer I (Ministru al învățământului) and also held this ministerial office in Cabinet Maurer II (March 18 to August 20, 1965), Cabinet Maurer III (21 August 1965 to December 8, 1967), Cabinet Maurer IV (December 9, 1967 to March 12, 1969) and Cabinet Maurer V (March 13 to August 19, 1969) and was then by Miron Constantinescu .

At the Ninth Party Congress of the PCR (July 19 to 24, 1965) , Stefan Bălan became a candidate for the Central Committee (ZK) of the PCR and held this function until the Tenth Party Congress of the PCR (August 6 to 12, 1969) . In 1965 he also became a member of the Grand National Assembly (Marea Adunare Națională) and represented in this until 1969 the Bucharest constituency 13 September and then between 1969 and 1975 the constituency No. 10 Liești . From 1984 until his death in 1991 he was again President of the Technical Sciences Section of the Romanian Academy. For his many years of service he received, among other things, the Star of the People's Republic of Romania, Second Class (Ordinul Steaua Republicii Populare Române) in 1964 .
