The Agreement on the European Economic Area regulates the European Economic Area . It was on 2 May 1992 Porto signed and entered between the European Community , the European Coal and Steel Community , their former Member States (EC-12) and the Republic of Finland , the Republic of Iceland , the Kingdom of Norway , the Republic of Austria and for the Kingdom of Sweden on January 1, 1994, for the Principality of Liechtenstein on May 1, 1995. It involves the member states of the European Free Trade Association (EFTA) - with the exception of the Swiss Confederation , which has not ratified the agreement - in the internal market of the European Community . The states that have acceded to the EU since the entry into force of the EEA Agreement that were not already party to the EEA Agreement at the time of their accession to the EU ( 2004 , 2007 and 2013 ) have acceded to the Agreement and have been party to the Agreement since Agreement on the participation of the Republic of Croatia in the European Economic Area , which amends the main part of the EEA Agreement so that the Republic of Croatia is a party to the agreement, has not yet entered into force, but has been applied provisionally since April 12, 2014 . With the expiry of the European Coal and Steel Community in 2002, the rights and obligations from the international agreements concluded by the ECSC were transferred to the European Community on July 24, 2002 through Article 1 of the ECSC successor decision. With the entry into force of the Lisbon Treaty on December 1, 2009, the European Union became the legal successor to the European Community.

Article 128 Paragraph 1 Clause 1 of the Agreement regulates: "Every European country that becomes a member of the Community applies, and the Swiss Confederation and every European country that becomes a member of the EFTA can apply to become a party to this Agreement."

Accordingly, submitting such an application is mandatory for EU member states and optional for EFTA member states.

"Each Contracting Party may withdraw from this Agreement provided that it notifies the other Contracting Parties in writing at least twelve months in advance." (Article 127, first subparagraph)
