All 10 crew members of an Ilyushin Il-76 were killed in the crash of a fire-fighting aircraft of the Russian Ministry of Disaster Control on July 1, 2016 in the Irkutsk region .

Machine and crew

The aircraft involved in the accident was an Ilyushin Il-76 TD with the aviation registration number RA-76840, which was completed in 1994 under the factory number 1033417553. At the time of the accident, it had completed 9064 flight hours. The aircraft, which was stationed in Ramenskoye , belonged to the Russian Ministry of Disaster Management and was used by the Ministry from 1995. The crew was considered to be exceptionally experienced and had completed a total of more than 71,000 flight hours, of which the pilot alone accounted for over 12,000 hours and the co-pilot over 5,500 hours. In addition, the crew was very familiar with the crash area, as they had already been deployed in this area for several years.

Flight history

On July 1, 2016, the fire fighting aircraft took off at 10.19 a.m. ( local time ) / 5.19 a.m. ( Moscow time ) from Irkutsk Airport with ten crew members on board. The aim of the flight was to fight the forest fires that had been going on for several days in the Kachug district of Irkutsk Oblast , northeast of Irkutsk . After the approach to the target area around 11.02 a.m. ( local time ) and a 180 ° turn, the ground proximity warning system was triggered several times because the aircraft was operating at low altitude over mountainous areas.

At about half past six in the morning ( Moscow time ), radio and radar contact with the machine broke off. The crash occurred at 11:13 a.m. ( local time ). Residents of the nearby village of Rybny Ujan heard a loud bang followed by engine noise after the machine passed the village. Several foresters also flew over the machine before the crash. Immediately afterwards, they heard a knocking noise, which was different from an explosion.

Due to the crash, the plane started another forest fire.

During this forest fire season, the crew was able to extinguish seven sources of fire in advance on 33 flights in the area and thus protect over 50,000 people in 30 settlements.

Search and find

Immediately after the disappearance, a search began that at times involved 605 people, UAVs and 17 helicopters and airplanes. The Russian Civil Protection Ministry provided 495 people, as well as 11 helicopters and airplanes. The search area covered a total of more than 2,500 km². Heavy smoke, fog and the poorly accessible area hampered the search teams. On July 3, around two o'clock in the morning ( Moscow time ), the wreck of the machine, which was completely destroyed except for the tail unit, was found four / nine kilometers south / east of Rybny Ujan and 650 kilometers northeast of Irkutsk on a wooded slope by units of the Ministry of Disaster Control and the Forest management discovered. Due to the condition of the burned-out wreck, the death of all 10 crew members had to be assumed.

In the following days, the search teams managed to rescue all crew members and the two intact flight recorders .

Investigations

The Interstate Aviation Committee began investigating the suspected crash site on July 2. Immediately after the accident, human or technical failure as well as unfavorable weather conditions were initially considered as the cause of the accident. Despite being damaged by the fire, the two flight recorders could be successfully read in the laboratory of the Aviation Committee in Moscow and provided the information that there was poor visibility due to the forest fire at the time of the crash, and that no engine or system failures were possible for the crash. In addition, this gain in knowledge enabled the crew to be classified as concentrated. On August 5, the investigative committee published an interim report. The result of a final report is still pending.

One of the most popular theories up to that point was based on the loss of thrust in the turbines, which could have been caused by the forest fires. The hot air from the forest fires could have got into the turbines and caused the low-flying fire-fighting aircraft to lose thrust and altitude. As a result, the aircraft could have grazed the top of a tree and then a hill and crashed.

consequences

Due to the event, a day of mourning and mourning flags were ordered in the Irkutsk region . The crew members who were killed were buried after a funeral ceremony on July 6th and, at the insistence of the Minister of Civil Protection Vladimir Puchkov, were awarded the Russian Order of Valor posthumously. In memory of the accident, units of the disaster control ministry placed a 12-meter-high cross with the severed tail number of the aircraft at the scene of the accident after the rescue work was completed.
