Between April and December 1968, Stark did military service and in 1969 was admitted to the Austrian Federal Gendarmerie in Krumpendorf am Wörthersee . Stark passed his service examination in 1971 and was employed at the Diex gendarmerie post . In June 1972 he moved to the Krumpendorf transport department. politics

Stark was elected to Maria Wörth's municipal council in 1994 and was mayor of the municipality from 1997 to 2015. In 2003 he was confirmed in office with 65.9 percent in the direct mayor elections, his approval in the mayor elections 2009 was only 40.95 percent in the first ballot. In the second ballot, however, he was re-elected mayor with 53.33 percent compared to his challenger Helmut Rothe from the Maria Wörth Lebenswert citizens' list , who achieved 46.67 percent.

In the course of the split in the FPÖ, Stark, like most of the Carinthian FPÖ functionaries, switched to the BZÖ. On April 4, 2006 he became a member of the Carinthian state parliament. After the Carinthian BZÖ split off from the Federal BZÖ on December 16, 2009 and entered into a cooperation with the FPÖ as the FPK, Stark, like all Carinthian top politicians of the Carinthian BZÖ, switched to the FPK.

Stark was the area spokesman for traffic, roads and municipalities in the Freedom State Parliament Club. In July 2008, Stark was elected district party chairman of Klagenfurt-Land. In 2013 he announced his exit from the FPÖ, with which the FPK had meanwhile merged.
