Ahmad Zia Massoud
Ahmad Zia Massoud (born May 1, 1956 in Ghazni ) is an Afghan politician . He is the younger brother of the leader of the United Front (Northern Alliance), Ahmad Shah Massoud , who was assassinated in September 2001 , and was Vice-President of Hamid Karzai's first cabinet from December 2004 to November 2009 . At the end of 2011, Ahmad Zia Massoud founded the National Front as a new edition of the former United Front (Northern Alliance), which at the end of 2001 removed the Taliban from power with American air support.
biography
Ahmad Zia Massoud was born on May 1, 1956 in Muqur ( Ghazni ). He attended the well-known Lycée Esteqlal in Kabul . Massud studied for three years at the Polytechnic University of Kabul.
After the Saur Revolution by the Communist Party of Afghanistan, he broke off his studies and followed his brother Ahmad Shah Massoud in the fight against the Soviet Union in the Soviet-Afghan War . From 1978 to 1981 Ahmad Zia Massoud commanded the Paryan resistance forces. From 1981 he acted as the political representative of the Jamiat-i Islāmi in Pakistan .
From 1996 to 2001 Massoud fought as a member of the United Front (Northern Alliance) in the Afghan Civil War (1989-2001) against the Taliban .
After the overthrow of the Taliban and the establishment of the Islamic Republic of Afghanistan , Hamid Karzai appointed him Afghan ambassador to Russia in December 2001. Its field of activity was later expanded to include Armenia, Belarus and Moldova.
In the 2004 presidential elections in Afghanistan, he ran alongside Hamid Karzai as a candidate for the position of vice-president. After the election victory, he filled the office of Vice President until 2009. After arguments between Massoud and Karzai, the two politicians parted ways. In the presidential elections in Afghanistan in 2009 , Hamid Karzai ran with Mohammed Fahim .
In 2014, he was to be a member of Ashraf Ghani's cabinet as Minister of Agriculture . But he had to resign from the post after it became known that his name was on Interpol's wanted list . He is wanted by the Estonian authorities for tax evasion - from an import trade in agricultural goods.
Berlin statement
At the end of 2011, together with Raschid Dostum and Hajji Mohammed Mohaqiq , Ahmad Zia Massud founded the National Front, which is fighting against a return of the Taliban to power. The alliance plans to run its own candidate in the 2014 presidential election in Afghanistan. The National Front also has ties to Afghanistan's former intelligence chief Amrullah Saleh and the largest opposition coalition, the National Coalition of Abdullah Abdullah . In January 2012, the National Alliance, Amrullah Saleh and US congressmen signed a joint declaration after meeting in Berlin:
“We call for a national dialogue to revise the constitution in order to correct its inherent errors in relation to the current power structure by decentralizing the political system and thus better uniting it with the diverse political, social and cultural landscape of Afghanistan. The Afghan people deserve and need a parliamentary form of democracy instead of a person-centered presidential system.
We strongly believe that any negotiations with the Taliban can only be acceptable and therefore effective if all parties involved in this conflict are also involved in the peace process. The current nature of the discussions with the Taliban is flawed as it excludes anti-Taliban Afghans. It must be remembered that the Taliban extremists and their al Qaeda supporters were defeated by the Afghans who resisted extremism, with minimal ground support from [special forces] and the international community. The current negotiations with the Taliban do not take into account the risks, victims and legitimate interests of the Afghans who ended the brutal repression of all Afghans.
In order to expedite the withdrawal of international troops, participants [at this conference] believe that it is essential to strengthen regional and national institutions that are holistic and that represent the concerns of all communities in Afghanistan. The participants are in favor of a change in the electoral system from a single non-transferable vote to a nationally accepted variant of the proportional representative system with equal opportunities for independent candidates, the political parties or tribal representatives. We also support the direct election of governors and the empowerment of provincial councils. Directly elected governors and provincial councils should be given the authority to draw up budgets and sources of income, manage the police and health systems, and establish authority over education if they so choose. "
The Asia Times analyzed, "As the Northern Alliance groups see it, Pakistan [Taliban supporters] is pursuing a sit-out strategy for the period from today to 2014 - the date for the withdrawal of US troops - and then the Taliban anew The strong unity [of the Northern Alliance] in Berlin shows that they are not just on the verge of an exclusive US-Taliban-Pakistan deal imposed on their nation [and from which they are excluded] will give way. "
