Akbarscho Iskandarov

Akbarscho Iskandarow (born August 1, 1951 ) is a Tajik politician and former president of the country. Iskandarov was one of the defining figures in the Tajik Civil War from 1992 to 1997.

Career

From 1970 to 1980 Iskandarov worked as a senior land surveyor and economist in the agricultural administration of today 's Darvoz Province (part of the autonomous region of Berg-Badakhshan ) in southern Tajikistan. In 1986 he took over the post of first deputy chairman of the executive committee in the Ishkoshim district . Between 1987 and 1990, Iskandarov served as the first secretary of the Communist Party of Tajikistan in Wansch Province.

Before Tajik independence in 1991, Akbarscho Iskandarow was the supreme Soviet of the Autonomous Oblast of Berg-Badachschan , an autonomous region in the east of what was then the Tajik Soviet Socialist Republic , which still has an autonomous status even after Tajik independence. After independence, Rahmon Nabiev , a well-known politician from the Soviet era, was elected president on October 24, 1991 . On May 5, 1992, the Tajik Civil War broke out in which several groups formed the United Tajik Opposition (VTO) to overthrow the President. The Berg-Badakhshan autonomy movement, whose leader was Iskandarov, also belonged to this coalition.

On May 11th, a transitional government was formed in which the opposition was integrated, with Iskandarov as parliamentary president. However, the government was unable to end the ensuing civil war early, but instead led to power struggles of various interest groups, some with local and some religious motivation. On August 11th, after fierce fighting, parliament deposed Nabiiev and elected Iskandarov as the new president. Nonetheless, Nabiyev remained in office for the time being and agreed with the CIS states to station a peacekeeping force in the country. After the conflict in the south of the country escalated further, Nabiev was forced to resign by the opposition and Iskandarov became president of Tajikistan on September 7, 1992. In this role, Iskandarov tried to resolve the conflict. He protested to the Russian government against the sending of troops to Tajikistan, informed the UN of the worsening conflict in the south of the country and asked for international support, both from the UN and the CIS. He appointed Abdumalik Abdullodzhanov, who comes from the north of the country, as prime minister, which was seen as a concession from Iskandarov to the northern clans. He also set up a Council of State whose aim was to settle the conflict.

On October 8, a visit by government representatives from several CIS countries to Tajikistan ended with an agreement to send a peacekeeping force. On October 24, armed forces around Safarali Kendshayev tried to overthrow President Iskandarov. There were violent clashes between Iskandarov's and Kendshayev's troops, which ended in an armistice agreement and a special session of parliament. On November 10, the government of President Iskandarov resigned after an ultimatum from the opposition. The State Council was dissolved and all of Iskandarov's troops were disarmed. Emomalij Rahmon was appointed the new head of state on November 19, 1992, and this is still the case today.
