Balzarini worked as a commercial manager. From 1960 to 1965 he acted as the group spokesman for the DC in the Merano municipal council, after which he served as mayor of his hometown until 1973. In 1974, after Giuseppe Martiner's resignation, he was able to join the South Tyrolean state parliament and, at the same time, the regional council of Trentino-South Tyrol ; however, he lost his seat in 1976 after the State Council had declared his mandate lapsed, whereupon he was replaced by Gaetano Marcon . In the 1978 elections, Balzarini succeeded in returning to the state parliament and regional council, to which he belonged until his death in 1990. During this time he worked from 1978 to 1981 and from 1988 as Vice President of the State Parliament, and from 1979 on as Assessor and Vice President in the regional government . From 1984 to 1989 he was also a substitute state councilor for finances and assets in the Magnago VI cabinet of the South Tyrolean state government .
