Alexander Aronowitsch Vinnikow (born October 6, 1955 in Krasny Yar, Polina Ossipenko Raion , Khabarovsk Region , Russian SFSR , Soviet Union ) is a Russian politician and was Governor of the Jewish Autonomous Oblast in the Far East of Russia from 2010 to 2015 .

Alexander Winnikow comes from a Jewish family from Belarus . His parents came to the Jewish Autonomous Region in 1947. Vinnikow studied at the Pedagogical Institute in Khabarovsk until 1977 . Soon after completing his studies, he took over a position as an official in the CPSU . In 1999 he was elected mayor of the capital of the Jewish Autonomous Region, Birobidzhan . In February 2010, Russian President Dmitry Medvedev nominated Vinnikov as governor of the Jewish Autonomous Region. After his term of office expired in February 2015, he was replaced by Alexander Lewintal .
