Alexander Vasilyevich Filipenko ( Russian Александр Васильевич Филипенко * 31 May 1950 in Karaganda , Kazakh Soviet Socialist Republic , USSR ) is a Russian politician and statesman.

biography

Filipenko graduated from general school in Karagandy with honors in 1967 and then worked for a short time in a radio plant in Petropavl . Between 1968 and 1973 he graduated from the Siberian State Highway University in Omsk with a degree in civil engineering . After graduating, Filipenko worked as a senior engineer in Surgut for four years .

In 1977 Filipenko was sent to the Khanty and Mansi / Ugra Autonomous Okrug of the RSFSR as a trainer , where he was later appointed head of the construction department.

In 1982 Filipenko rose to be the first deputy chairman of the Executive Committee of the Khanty and Mansi Autonomous Okrug. From 1983 to 1988 he worked as the first secretary of the party committee in the Berezovsky district.

In 1990 Filipenko was elected a deputy to the Tyumen Regional Council of People's Deputies .

In 1991, by order of Boris Yeltsin, Filipenko was promoted to administrative director of Khanty-Mansiysk district. In 1995 he was appointed governor after the Autonomous Okrug gained the status of the full subject of the Russian Federation . In October 1996 he received more than 70 percent of the vote in the gubernatorial election.

Filipenko sat on the Federation Council between 1996 and 2000, where he was represented on the Committee on Northern Affairs and Indigenous Peoples. In March 2000, he repeated his success in the gubernatorial elections in the Khanty and Mansi Autonomous Okrug with more than 90 percent of the votes.

In 2003 Filipenko was elected to the State Duma by the United Russia faction , but surprisingly resigned his seat after the elections.

In February 2005, Vladimir Putin reappointed Filipenko as governor of the Autonomous Okrug of Opportunities and Mansen. Five years later, at the suggestion of Dmitry Medvedev , Filipenko was replaced by Natalia Komarova from the regional parliament of the Autonomous Okrug .

From 2010 to 2018 Filipenko worked as an auditor in the Accounts Chamber of the Russian Federation .
