In March 2014, Chaly appeared in Moscow to sign the treaty, with which Crimea acceded to the Russian Federation, together with the parliamentary speaker of the Autonomous Republic of Crimea Volodymyr Konstantynov , Sergei Aksyonov, who was installed as the Prime Minister of Crimea, and President Vladimir Putin .

Also in March 2014 , as a result of the Ukraine crisis , the European Union put Tschaly on a sanctions list that bans Tschaly from entering the member states of the European Union .

On April 1, 2014, he became the Russian governor and on April 14, he was replaced by the former deputy chief of the Black Sea Fleet.

Often referred to as the “People's Mayor” at the time, Chaly resigned on December 29, 2015 from his position in the Legislative Assembly of Sevastopol. One of the reasons for this was the sale of 270 hectares of land to the night wolves by the governor Sergei Menjajlo . However, his supporters retain a majority in the assembly.
