The list of sanctions in the Crimean crisis lists persons and organizations who are affected by sanctions in connection with the Crimean crisis .

On March 6, 2014, the European Union (EU) issued decree 208/2014 with a list of 18 people from the former government of Ukraine or from their environment. The finances and assets of those affected within the European Union were frozen.
On March 6, 2014, the EU imposed the first three sanctions on Russia with a view to the referendum announced for March 16 on the status of Crimea : negotiations with Russia on visa facilitation and the new Russia-EU basic agreement were suspended. In addition, preparations for the planned G8 meeting in Sochi were suspended.
On March 17, 2014, the US imposed entry bans on 7 Russian people, frozen assets and banned US citizens and companies from doing business with the sanctioned. Restrictions were also imposed on 4 Ukrainian people by the US Treasury Department.
On March 17th, the Council of the European Union put a total of 21 people on a sanctions list, which is linked to travel restrictions and the freezing of funds and economic resources.
On March 20, the United States added 20 more people and Bank Rossija to the SDN list .
In response to the sanctions imposed by the US government, the State Department of the Russian Federation published a list on the same day of 9 Americans who are banned from entering Russia.
On March 21, the EU published an additional list of sanctions with the names of 12 other people, and on April 28 a list of 15 other people. On May 12, the sanctions were extended to the two companies PJSC Chernomorneftegaz and Feodosia confiscated by the authorities of the Autonomous Republic of Crimea , and a further 13 people were added.
On July 12, 2014, the EU imposed sanctions on 11 other people. On July 25, the European Union added 15 people and 9 confiscated companies to its sanctions list. For the first time, 9 institutions formed in the course of the Crimean crisis were placed on the sanctions list. On July 30th another 8 people and 3 companies joined them. On July 31st, trade and business dealings with 5 Russian banks in the EU, more than 50% of which are owned by the state of Russia, were prohibited - provided the business contract was newly concluded and its term exceeded 90 days.
On September 8, the sanctions were extended and expanded. As of September 12, 24 additional people were placed on the sanctions list. For the first time, trading in bonds from 15 Russian companies was banned in the EU.
On November 29, the EU imposed a further 13 sanctions against individuals and 5 against institutions.
On December 18, the EU expanded sanctions against Crimea and the city of Sevastopol . Companies based in the EU are therefore not allowed to purchase real estate, finance companies or service companies in Crimea, and these companies are also prohibited from offering tourist services on the peninsula. The export of goods in the fields of energy, oil and gas production, transport and telecommunications was prohibited. On December 19, US President Obama put similar sanctions into force that forbid import and export business with the Crimea and forbid US citizens to work for companies in the Crimea. In addition, other sanctions were imposed on certain people and companies.
On February 16, 2015, the European Union published a list of 19 other future sanctioned persons. 8 Ukrainian armed separatist groups and the citizens' movement “New Russia” were also sanctioned.
On March 9, 2016, representatives of the EU member states decided to extend the sanctions against 146 people and 37 institutions, companies and organizations until mid-September 2016.
An expansion to include people and companies took place in summer 2017.
In January 2018, the US added a further 21 people and up to 20 companies, often from the Occupied Territories of Eastern Ukraine. In March the sanctions were extended for a further year.
Meanwhile, Russia tried to reduce the impact on the affected companies and to cover up important businesses. Economic information obligations should be suspended, and a bank that has become state-owned should become a financial institution for the armaments sector.

Council Regulation (EU) No. 208/2014 of March 5, 2014
The regulation is directed against persons from the former Ukrainian government and their environment. When it came into force on March 6, 2014, all financial resources and assets of those affected within the EU were frozen.
The resolution on this ordinance applies until March 6, 2021.

Council Decision 2014/145 / CFSP and Council Regulation 2014/269 of 17 March 2014
The decision and regulation of the Council of the European Union are directed against natural and legal persons who endanger or undermine the stability and security of Ukraine.
In Article 1 of Decision is the prohibition of entry into the EU and the transit of natural persons whose names are listed in the appendix, defined.
Article 2 of the regulation defines that all assets of the sanctioned persons whose names are listed in Annex I will be frozen in the EU. In addition, it is not permitted to make assets available to these persons.
For each sanction, reasons are given and published in the respective list. The persons and institutions concerned were informed of the sanctions, their reasons and the legal remedies against them.
Currently (as of May 2015) the resolution is valid until September 15, 2015. It can be extended or extended at any time.
Against people
Entry and transit were sanctioned against all listed persons in accordance with Article 1 of the decision and assets and financial transactions in accordance with Article 2 of the Ordinance .
At the moment (as of June 8, 2015) these sanctions have been pronounced and active against 150 people - Lyudmila Ivanovna Schwezowa died on October 29, 2014.

Council Regulation (EU) No. 833/2014 of July 31, 2014
This regulation deals with the export of certain dual-use goods and technologies and the provision of related auxiliary and financial services. It is mainly about armaments and such military equipment. In addition, there are certain technologies for the oil industry in Russia. Furthermore, access to the financial market should be made more difficult for certain Russian financial institutions.
- Article 1 defines the terms of this regulation.
- Article 2 prohibits trading in dual-use items in the field of military technology.
- Article 2a prohibits trading in dual-use goods, which are included in Annex I of Regulation (EC) No. 428/2009 (Dual Use) , to any company listed in Annex IV of this regulation .

- Article 3 prohibits the trade in certain dual-use goods according to Annex II in the field of oil production.
- Article 3a prohibits aid in certain areas of oil production
- a) under water> 150 m.
- b) in offshore areas north of the Arctic Circle.

- Article 4 prohibits
- a) Aid (Joint Military List).
- b) Financial aid (Common Military List).
- c) Auxiliary services (dual-use goods / military purposes).
- d) Financial aid (dual-use goods / military purposes).
- Article 5, paragraph 1 prohibits financial transactions (according to Annex III) with
- a) Russian financial institutions (> 50% state-owned).
- b) Financial institutions that are> 50% owned by the companies according to a).
- c) Institutions that act on behalf of companies under b) or Annex II.
- Article 5, paragraph 2 prohibits financial transactions with
- a) Russian institutions (as defined in Annex V) that develop, produce, sell or export military goods.
- b) Russian institutions (according to Appendix VI),> 50 of which are state-owned and active in the oil industry.
- c) Institutions that are> 50% owned by institutions according to a) or b).
- d) Institutions acting on behalf of institutions under a), b) or c).
- Article 6 defines that member states inform each other.
- Article 7 authorizes the European Commission to amend Annex I (list of competent national authorities).
- Article 8 calls on the member states to designate the competent national authorities.
- According to Article 9, Member States must ensure compliance with the regulation and sanction violations.
- According to Article 10, ignorant persons cannot be held liable.
- Article 11 limits claims for damages.
- Article 12 prohibits circumvention of this regulation.
- Article 13 defines the scope.
- Article 14 regulates the entry into force.
The original resolution 2014/522 on this ordinance was valid until July 31, 2015.
Against institutions
The table lists institutions (mostly companies) with which no financial transactions may be carried out or to which certain dual-use goods may not be delivered.
In the table under "Type of sanction" the following are indicated:
- "5-1a" according to Article 5, Section 1a : These companies belong to the Russian financial institutions that are more than 50% state-owned. Financial transactions are prohibited.
- "2a" according to Article 2a : Dual-use goods that are included in Annex I of Regulation (EC) No. 428/2009 may not be traded with these companies.
- "5-2a" according to Article 5, Section 2a : Financial transactions may not be carried out with these companies, as they develop, produce, sell or export military goods.
- "5-2b" according to Article 5, Section 2b : No financial transactions may be carried out with these companies, since they are> 50% state-owned and active in the oil industry.

Through the Council of Europe
In April 2014, the Parliamentary Assembly of the Council of Europe imposed a sanction on Russia by temporarily withdrawing the voting rights of Russian MPs because of the Ukraine crisis. In June 2019, the parliamentary assembly withdrew the sanction. At the same time, at the request of Russia, it changed its rules in such a way that it will no longer be possible to withdraw voting rights in future.

On May 22, 2018, the Russian Duma passed a law allowing the government to pass import bans. However, concrete proposals that were initially available have been deleted. Matvey Ganapolski wrote about the dilemma of the Russian counter-sanctions that it would not be possible for Russia to sanction the West in a meaningful way; the West needed nothing, while even the extremely Russian Crimean Bridge was built with the help of the Dutch and by no means exclusively with Russian material. That is why Russia passed a sanctions law but “prohibited nothing”. But even this could only be passed on as a victory over the enemy in the media . This was followed by an attempt by the Duma to prohibit the rejection of "ordinary business transactions". For example, Siemens managers could be punished for ending a joint venture after their products appeared in Crimea. It would be impossible for a company to be active in the American and Russian markets at the same time. This idea, too, could have been disastrous for Russia and was put on hold.
Violations and Exceptions
In March 2015, Technopromexport, a subsidiary of the Russian state-owned company Rostec , ordered four power plant turbines from Siemens . According to the contract, they were intended for a new power station in Taman in southern Russia . International media, however, reported that the turbines were actually intended for the Crimea annexed by Russia and that Siemens wanted to deliver them to their actual destinations in Sevastopol and Simferopol despite EU sanctions. In 2014, the EU, the United States and other countries banned commercial transactions with and in the annexed Crimea. At the contractually agreed destination of Taman, the construction of the gas-fired power plant was canceled in 2016, while the construction of the power stations in Crimea went ahead. Despite these developments, Siemens assured in 2016 that the turbines will be used in Taman and not in Crimea. In July 2017, Siemens confirmed media reports that at least two of the four gas turbines produced were transported to the Crimea, but the delivery was "against the will" of the company, as the company announced. It was later announced that the remaining two turbines had also been shipped to the peninsula. Siemens feels that its business partners have betrayed itself because the contracts forbade delivery to the Crimea. In addition, the Russian President personally promised the then Minister of Economic Affairs, Sigmar Gabriel , not to bring the turbines to Crimea. The company was not involved in the “criminal act” of onward transport to the Crimea. On the basis of the first transport, Siemens filed a complaint against two Rostec subsidiaries in a Moscow court and asked the assembly company Interautomatika, in which Siemens had held a 46% stake, to immediately stop orders in the Crimea. The federal government reprimanded the group. "It is the company's responsibility to ensure that export laws and sanctions are complied with," said a spokeswoman for the Ministry of Economic Affairs. Government spokesman Steffen Seibert said that the possible consequences of such a "completely unacceptable" process are currently being discussed . For the time being, the EU Commission supports Germany's proposal to tighten the Russia sanctions and add additional people and companies to the sanctions list.
In May 2016, Vladislav Surkov traveled to Greece, although he has been on the EU sanctions list since April 2014 and is prohibited from entering the EU. Surkov took part in talks about the war in Ukraine in Berlin in October 2016 because President Putin had insisted in advance on bringing his confidante to Germany despite the entry ban. The Chancellery then applied for an exemption for Surkov for the meeting in Berlin. Surkov was allowed to take a seat next to the German Foreign Minister.
