List of persons on the Russian Visa Blocking List
The Russian visa blocking list was handed over to several EU delegations by the Russian Foreign Ministry on May 27, 2015 . The list includes 89 European politicians, military and business people who are no longer allowed to enter Russia (as of May 26, 2015).
prehistory
In the run-up to the handover of the " black list ", tensions arose between Germany and Russia after Russia refused entry to the chairman of the German-Ukrainian parliamentary group , Karl-Georg Wellmann (CDU), on May 25, 2015 . He was informed that the entry ban will remain in place until 2019. In a first reaction, Bundestag Vice President Johannes Singhammer (CSU) canceled his upcoming trip to Moscow. He had planned to hold talks in the Russian Foreign Ministry with members of the Russian-German friendship group, church representatives and Russian opposition politicians.
Sergei Mitrochin , the chairman of the Russian opposition party Yabloko , has criticized the entry ban for the Bundestag member Wellmann as incomprehensible: "The ban does not only fall out of the framework of civilized relations between states, but also shows an inappropriate foreign policy."
In September 2014, Rebecca Harms , leader of the Greens / European Free Alliance (Greens / EFA) group in the European Parliament , was detained at the airport despite her diplomatic passport . She was refused entry without giving reasons. After her return, Harms spoke of the existence of a list of names of European politicians who would face sanctions such as entry restrictions to Russia. Representatives of the German Embassy in Moscow had spoken to her about a “stop list”. The same thing happened to a Latvian MEP.
A spokeswoman from Brussels also said that such a list had been known for some time: "In recent months, a large number of EU politicians, including members of parliament, have been refused entry on arrival at the Russian border." Russia justified this with the fact that those people were on a confidential list.
Reactions
Numerous media rated the list in response to the EU's sanctions against Russia . Yleisradio (yle), the public broadcaster of Finland, leaked a German version of the list, which was also made available online by Deutschlandfunk .
On May 30, 2015, a high-ranking employee of the Russian Foreign Ministry confirmed to the TASS agency that similar lists had been passed on to Russia's European partners. However, the Russian Foreign Ministry did not want to comment on specific reasons for issuing entry bans for individuals. Only the general classification of entry bans as a reaction to sanctions by the EU and other European states against Russia was confirmed.
The entry ban in the Czech Republic met with particularly strong criticism . Foreign Minister Lubomír Zaorálek criticized the list as "one-sided and non-transparent". In protest, his country summoned the Russian ambassador, Sergei Kisselev , to the Ministry of Foreign Affairs. Kisselev should "explain why the names of four citizens of the Czech Republic are on the list".
Elmar Brok (CDU), the chairman of the Foreign Affairs Committee of the European Parliament (AFET), condemned the entry bans because none of the people on the list had done anything illegal: "This is a clear difference to the EU sanctions against Russian people." According to Brok, it is a “show for the local population” and a “symbolic return coach”. Rebecca Harms (leader of the group of the Greens / European Free Alliance in the European Parliament ) said: “Russia is taking revenge for the EU entry bans. But the bans are not comparable. Moscow has broken international law . We are not."
The EU condemned the Russian list as being arbitrary, opaque and unjustified. The President of the European Parliament , Martin Schulz (SPD), called on the Russian authorities to make their decisions transparent in accordance with international guidelines. This is the only way for those affected to exercise their right to defend themselves and file an objection.
Russian Foreign Minister Sergei Lavrov rejected the outrage in the EU on the grounds that those affected had "actively supported a coup" during the Ukraine crisis. Deputy Foreign Minister Alexei Meschkow criticized the publication of the confidential list as a breach of trust. The Russian Foreign Ministry did not rule out an expansion of the list if the EU imposed further entry bans on Russian citizens.
Affected people
The persons are listed by name, relevant functions and citizenship. In addition to the original, which was available on Wikisource until June 2015 , the "Group" column was added. With the help of the sorting function, the respective occupational group such as politicians, military or people from business life can be easily surveyed.
