Andrius Kubilius (born December 8, 1956 in Vilnius ) is a Lithuanian politician, member of the European Parliament since July 2019 , former opposition leader of the Seimas . He was the country's Prime Minister from November 1999 to October 2000 and from 2008 to 2012 . He headed the Patriotic Union (Conservative) party ( Tėvynės Sąjunga ) until March 2015.

Education, job and life

Kubilius was born into a family with a scientific background. His parents were Janina Zeka-Kubilienė and Vytautas Kubilius - both graduated and habilitated literary scholars. His younger sister is called Rūta. He attended the 22nd secondary school from 1963 to 1974 (now Mikalojus-Daukša secondary school ). Since the school had a focus on literature, his résumé seemed to be mapped out. A work in Russian on Nobel Prize winner Ernest Rutherford eventually brought him to physics.

From 1974 he studied physics at Vilnius University , where he graduated in 1979 . The aspiration followed from 1981 to 1984 . His dissertation on amorphous semiconductors was translated into English and published internationally, which led to a lot of positive feedback. He then worked at the same university as an engineer and research assistant in a laboratory.

He is married to Rasa Kubilienė, a violinist in the Lithuanian National Symphony Orchestra . She is the president of the board of directors of the “Help for Lithuanian Children” foundation. They have two sons together, Andrius and Vytautas. He speaks Lithuanian, Russian and English. He lists hiking, cycling and boating as hobbies.

In 1988 he joined the Lithuanian reform movement Sąjūdis , of which he was executive secretary between 1990 and 1992. In 1992 he was elected member of the Seimas (Lithuanian parliament) for the first time , to which he has been a member since then. In May 1993 he moved from the right wing of the Sąjūdis to the newly formed Party of the Fatherland Union ( Tėvynės Sąjunga ). At first he was chairman of the faction of the Fatherland Union in the Seimas. After the election success of the conservative parties in 1996, he was the first deputy chairman of parliament until 1999.

In March 2015 he surprisingly announced his resignation from a renewed candidacy for the party chairmanship and instead supported Gabrielius Landsbergis , who won the election and has been party chairman since then. From May 23, 2003 to March 16, 2015 he was chairman of TS-LKD. In 2008 he was elected Seimas in the constituency of Antakalnis .

On May 19, 2015 it became public that he belongs to the official advisory group of the Ukrainian President Petro Poroshenko - as well as: Gela Beschuaschwili , Jacek Saryusz-Wolski , Carl Bildt , Mikuláš Dzurinda , Micheil Saakaschwili , Aleksander Kwaśniewski , Elmar Brok and Anders Åslund .

Kubilius is one of the 89 people from the European Union against whom Russia - as it became known at the end of May 2015 - imposed an entry ban.

Prime Minister and opposition leader

2009

After only 5 months in office, the then Prime Minister Rolandas Paksas resigned on November 3, 1999 . After a brief, provisional interim government by Irena Degutienė , Kubilius was elected Prime Minister of the 10th Cabinet on November 3, 1999 . On October 26, 2000, he resigned from this post after his party suffered a significant defeat in the parliamentary elections on October 8, 2000 and the loss of 61 of their 70 seats to date. His predecessor Paksas became the new prime minister.

After his resignation, Kubilius was in the opposition and from 2005 to 2008 opposition leader . After the resignation of Prime Minister Algirdas Mykolas Brazauskas on May 31, 2006, he was considered a promising candidate for his successor. However, Gediminas Kirkilas was elected . In 2006 he was re-elected as deputy chairman of parliament and chairman of the Committee on Relations with the European Union .

In the parliamentary elections in Lithuania in 2008 , Kubilius ran again as the top candidate of Tėvynės Sąjunga . After his party's election victory (44 of the 141 seats), his party formed a four-party coalition. On November 27, 2008 he was elected Prime Minister of Lithuania for the second time by parliament with the votes of this coalition and other members of parliament with 89 out of 141 (with 27 against). Until December 13, 2012 he headed the 15th Lithuanian cabinet . This makes him the first Prime Minister of the Second Republic to rule for a full legislative period .

Since the parliamentary elections in Lithuania in 2012 , the TS-LKD has been in the opposition again and Kubilius has been parliamentary group chairman and opposition leader again since December 18, 2012. Kubilius was initially on the European Affairs and Economic Committee. He left this in May 2013 and moved to the finance committee. He is also a member of the Energy Commission.
