Parliamentary election in Lithuania 2012
The first round of parliamentary elections in Lithuania in 2012 took place on October 14, 2012 and the second round took place on October 28, 2012. In addition, a referendum was held on October 14th to decide whether a new nuclear power plant should be built in Lithuania .
Election mode
The Lithuanian parliament, the Seimas , has 141 members. 70 seats are allocated proportionally to the parties that cross the five percent hurdle (seven percent hurdle for list connections). The remaining 71 are assigned as direct mandates through constituencies. In the first ballot, anyone who has received more than half of the votes cast is elected. If the voter turnout is below 40%, an additional check is made as to whether the candidate was elected by at least 20% of the eligible voters. If none of the candidates achieved an absolute majority in the first ballot, a run-off election took place two weeks later on October 28, 2012 between the two first-placed candidates .

Election result
The turnout in the first ballot was 52.92%. Only 3 MPs achieved an absolute majority: Virginija Baltraitiené (Labor Party) in the constituency of Kėdainių , Leonard Talmont (party of the Polish minority) in the constituency of Vilniaus - Šalčininkų and Algirdas Butkevičius (leader of the Lithuanian Social Democratic Party) in the constituency of Vilkaviškio . In the remaining 67 constituencies therefore found ballot instead.
The first ballot was overshadowed by over twenty cases of alleged election fraud and vote buying. The Central Election Commission then canceled a direct mandate from the Labor Party in one constituency ; this was confirmed by the Constitutional Court on October 26, 2012.
After the results of the second ballot have been announced, a coalition of the opposition parties Labor Party, Social Democrats and Order and Justice could replace the center-right government of Prime Minister Andrius Kubilius. Lithuania's President Dalia Grybauskaitė , who confirms the Prime Minister and his cabinet according to the constitution, spoke out against the Labor Party's possible participation in government. The police are investigating 27 cases of electoral fraud and vote buying in which the Labor Party is involved. Also against their party leader Viktor Uspaskich several criminal cases and a. pending for tax evasion.

List of members
Government formation
Shortly after the election, the chairman of the Social Democrats , Algirdas Butkevičius, initially agreed on a three-party coalition with the Labor Party (DP) and the Party of Order and Justice (TT). However, the incumbent President Dalia Grybauskaitė said she wanted to entrust Butkevičius with forming a government, but that she was against his favored coalition. According to the constitution , however, it could not prevent the formation of coalitions, only the appointment of individual ministers. It was therefore suspected that Grybauskaitė wanted to prevent Labor Party leader Viktor Uspaskich from receiving a ministerial post. Several allegations of corruption were made against Uspaskich.
On November 22, 2012, Butkevičius was elected as the new head of government by parliament, despite all attempts by the president to prevent him. It was also announced that a fourth coalition partner, the Election Action of the Poles of Lithuania (LLRA), was to be added to the three-party alliance that had already been announced .
On December 13, 2012, the government program was finally confirmed by the Seimas and the government officially sworn in. The coalition partners were:
- Social Democratic Party of Lithuania (LSDP)
- Labor Party (DP)
- Order and Justice (TT)
- Electoral Action of the Poles of Lithuania (LLRA)
The governing coalition thus had a clear majority of 86 of the 140 seats in parliament. For the first time a party belonging to the Polish minority took part in the government.
