A total of 141 seats

The first round of parliamentary elections in Lithuania 2020 took place on October 11 and the second round on October 25, 2020.

The 141 members of the Lithuanian parliament , the Seimas , were elected.

Choice mode and appointments

The voting mode remained unchanged compared to the last parliamentary election in 2016. A referendum in May 2019 was intended, among other things, to reduce parliament by 20 to 121 seats. The referendum failed because less than 50 percent of the electorate voted; the turnout was around 48 percent. 76.2 percent of the valid votes cast were in favor of the downsizing.

70 of the 141 seats were proportionally allocated to parties that received at least 5 percent of the votes cast (including the invalid votes); for list connections the hurdle was 7 percent. These seats were only decided in the first round of elections on October 11th.

The remaining 71 seats were assigned as direct mandates in single constituencies. In the elections for direct mandates, whoever received more than half of the votes cast is elected in the first ballot. If the voter turnout was below 40%, it was also checked whether the candidate was elected by at least 20% of the eligible voters. If none of the candidates received an absolute majority in the first ballot, a run-off election between the top two was held on October 25, 2020 .

Starting position

Previous election 2016

In the parliamentary elections in 2016 , the LVŽS was able to gain massively and became the strongest force. If the party was only represented by one member of parliament until then, after the election the party had 54 seats. The TS-LKD won 31 seats (minus 2).

The clearest losers were the parties DP (2 seats, minus 27) and LSDP (17 seats, minus 21) that were involved in the government until the 2016 election .

The LSDP party leadership (under the new party leader Gintautas Paluckas ) decided in September 2017 to leave the governing coalition. Eleven LSDP Seimas MPs, including the former LSDP Prime Ministers Gediminas Kirkilas and Algirdas Butkevičius , decided to continue to support the government. The parliamentary group then split. The MPs who resigned from the LSDP faction founded the Social Democratic Labor Party of Lithuania (LSDDP) together with former members of the DP in March 2018 .

Educated governments

The parties LVŽS and LSDP concluded a coalition agreement shortly after the election; the government, which had the smallest possible majority with 71 out of 141 seats, was elected in parliament on November 22, 2016. The non-party Saulius Skvernelis , who was proposed by LVŽS, became Prime Minister ; he received 90 votes.

In September 2017, the LSDP split up because there were disagreements over whether the governing coalition should continue. Eleven MPs switched to the newly formed LSDDP, as a result of which the coalition lost its majority and some ministerial offices remained vacant for months. The MPs from LVŽS and LSDDP nevertheless stuck to the coalition , at times with the support of the LLRA (party for the Polish minority in Lithuania), which is why there was no early election.
