The Skvernelis cabinet is the 17th Lithuanian government since 1990 and was formed in 2016. It is a coalition of two parties: the Union of Lithuanian Peasants and Greens (LVŽS) and the Social Democrats ( LSDP until October 2017 ; since then LSDDP ). The majority of ministers are from the Lithuanian Peasants and Greens Association.

Already in the run-up to the parliamentary elections in 2016 , Saulius Skvernelis from LVŽS was designated as the top candidate for the office of Prime Minister. His appointment was officially proposed in mid-November (about five weeks after the election) and on November 22, 2016, he was elected by the Lithuanian Parliament ( Seimas ) by 90 of the 127 MPs present (with 4 votes against and 33 abstentions). He was then appointed Prime Minister of Lithuania by the Lithuanian President Dalia Grybauskaitė .

On November 24, 2016, Skvernelis presented the list of his ministers. On November 27, 2016, Grybauskaitė confirmed the newly formed 17th government. Milda Vainiutė was appointed as the last minister of justice after the three previous candidates for the Social Democrats Julius Sabatauskas (chairman of the Seimas Legal Committee) had been rejected because of his age, as well as the MP Darius Petrošius and the former Deputy Minister Julius Pagojus because of scandals. On December 13, 2016, the government program was confirmed by the Seimas and the ministers then swore their oath of office.

After almost a year in office, the governing coalition broke up in September 2017 after the LSDP party council voted against a continuation. Nevertheless, two ministers appointed by the LSDP remained in office and the majority of the LSDP parliamentary group decided to continue to support the Skvernelis government in voting. Eventually this went so far that the Lithuanian social democracy split into two parties (LSDP and LSDDP) and the government lost its parliamentary majority.

The 17th government is the government with the lowest median age in Lithuanian political history . In 2016, the average age of ministers was only 44 years and in April 2019 (after the appointment of the new environment minister) even under 42 years. Until May 2018 the oldest minister was Bronius Markauskas (* 1960) at the age of 56; since May 2018 the oldest minister is Linas Antanas Linkevičius (* 1961) at the age of 57. The youngest government minister Virginijus Sinkevičius (* 1990) at the age of 27 (2016 was the youngest Mindaugas Sinkevičius at the age of 32). The age difference between the oldest and youngest government minister was 30 years and 6 months (as of December 2016). As of May 15, 2018, this difference has been 29 years and 10 months and the average age of all ministers is around 47-48 years.

In December 2016, the cabinet consisted of 11 men and three women. The cabinet included the youngest minister (aged 27) and, for the first time, a female justice minister (until March 2018). As of May 2018, it has consisted of 12 men and two women.

Six ministers were previously university professors, including two professors ( Vainiutė and Veryga ). Five members of the government have a law degree and three have a degree in economics (two have worked as professional financiers ), two were electrical engineers , two police lawyers (Skvernelis and Misiūnas) and four diplomats , including two ambassadors (Linkevičius and Karoblis), an energy attaché (Vaičiūnas ) and a cultural attaché (Ruokytė). Three members of the government worked as ministers (Skvernelis, Masiulis and Linkevičius) in the previous government ( Butkevičius cabinet ). Two were former vice ministers (Vaičiūnas and Karoblis). Four ministers had no previous experience as civil servants (Kukuraitis, Markauskas, M. Sinkevičius and Veryga).

Three ministers have resigned since the government took office: Sinkevičius (2017), Vainiutė and Markauskas (2018). The search for a new Minister of Justice in spring 2018 lasted two months, as the first candidate, lawyer Giedrius Danėlius, was rejected. In the end, the office was taken over by the former Social Democratic Deputy Interior Minister Elvinas Jankevičius (* 1976), the deputy party chairman of the LSDDP , which was newly founded in 2018.

The Lithuanian Ministry of the Environment was vacant for more than four months (from December 7, 2018 to April 9, 2019) . The candidacy of the young lawyer, Deputy Minister of Justice Irma Gudžiūnaitė (* 1988), unofficially coordinated with the Lithuanian President Dalia Grybauskaitė , was officially rejected by Grybauskaitė. Skvernelis and Karbauskis stated that they will only propose the new environment minister after the presidential elections in Lithuania in 2019 , as the current practice of proposing candidacies and appointing ministers will no longer be followed by the president. The government also stated that it believed the merger of the Environment Ministry and Energy Ministry to be possible. The possible dissolution of the Ministry of the Environment has been criticized by politicians and the green party Lietuvos žaliųjų partija . The party Bund der Bauern und Grünen could not call itself Greens if it had no person to exercise green policy or if it intended to abolish the Green Ministry ( Environment Ministry ). Žygimantas Vaičiūnas (Energy Minister) also worked as acting Environment Minister for a total of 4 months, as the new minister did not take office until April 9, 2018.

The Ministry of Economy of Lithuania was vacant for more than 7 months (from December 2019 to June 30, 2020) . The eponymous Virginijus Sinkevičius , the successor to the young LSDP politician Mindaugas Sinkevičius , became EU Commissioner and left his post as Minister of Economics in November 2019. The candidacy of the young political advisor to Prime Minister Lukas Savickas (* 1990) was accepted by the Lithuanian President Gitanas Nausėda declined. The possible merger of the energy ministry and the economy ministry was suggested by the leadership of the governing party Bund der Bauern und Grünen . The energy minister Žygimantas Vaičiūnas would then have been minister of economy. With the new government coalition partner LSDDP , Rimantas Sinkevičius , father of Mindaugas Sinkevičius, the first economics minister in the Skvernelis cabinet, did not become head of the economics ministry until June 30, 2020. The search for the new minister lasted 7 months. The remaining term of office will only last about 5 months.
