A total of 141 seats

The first round of parliamentary elections in Lithuania in 2016 took place on October 9, 2016 and the second round took place on October 23, 2016.

Election mode

The Lithuanian parliament , the Seimas , has 141 members. 70 seats are proportionally allocated to the parties who have at least 5 percent of the votes cast (including the invalid votes); for list connections, the threshold clause is 7 percent. The threshold clauses refer to the The remaining 71 are assigned as direct mandates in single constituencies. In the elections for direct mandates, whoever received more than half of the votes cast is elected in the first ballot. If the voter turnout is below 40%, an additional check is made as to whether the candidate was elected by at least 20% of the eligible voters. If none of the candidates achieve an absolute majority in the first ballot, a run-off election will take place two weeks later between the two first-placed candidates.

The polling stations were open from 7 a.m. to 8 p.m. on election day.

Election result

In addition to the 70 seats on the list, three members of parliament were elected with an absolute majority in the first ballot on October 9: Ingrida Šimonytė ( TS-LKD ), Leonard Talmont , ( LLRA ) and Česlav Olševski (LLRA) A runoff election took place in the remaining 68 constituencies .

The Union of Farmers and Greens (LVŽS) won significantly more runoff elections than the conservative opposition party TS-LKD , which had a slightly stronger vote on October 9th . The LVŽS, until then an insignificant small party, was a total of 54 seats (56 with the LVŽS list candidates Bronislovas Matelis and Povilas Urbšys , who competed as "independent" direct candidates ), clearly the strongest force ahead of TS-LKD with 31 seats. The Social Democrats of Prime Minister Algirdas Butkevičius ( Butkevičius Cabinet ) received 17 seats and Liberals ( LRLS ) 14 seats.

His two coalition partners, the TT ( Party for Order and Justice ) and the DP ( Labor Party ), also suffered a loss of votes.

Government formation

On November 9, 2016, around two and a half weeks after the election, the League of Peasants and Greens of Lithuania (LVŽS) and the previously ruling Social Democratic Party of Lithuania (LSDP) agreed on a governing coalition in the 12th Seimas . The leader of the coalition is the LVŽS, as it now forms the largest parliamentary group with 54 seats. In contrast to the previous coalition, the LSDP is only a junior partner with 17 seats.

On November 22nd, parliament elected the non-party Saulius Skvernelis as the new head of government in a vote of confidence . Of the 141 MPs, 90 voted for Skvernelis, which is significantly more than those of the new governing coalition. Skvernelis then had two weeks to form a government. On December 13, 2016, the new government program was confirmed by the Seimas and the Skvernelis cabinet took its oath of office.
