The National Council election in Slovakia in 2016 for the National Council took place on March 5, 2016 between 7:00 and 22:00. The result is called a shift to the right . It was the seventh National Council election since Slovak independence in 1993.

On March 16, 2016, four parties agreed on a coalition government under the previous Prime Minister Robert Fico .

Starting position

In the early elections in 2012 , the left-wing populist Smer-SD was by far the strongest force and was the first party to form a single government since the end of the communist dictatorship in 1989. The coalition parties of the Radičová government , the Catholic-conservative KDH and the Christian Democratic SDKÚ-DS , the right-wing liberal SaS and the Christian Democratic Hungarian minority party Most-Híd , suffered clear losses, in particular the SDKÚ and the SaS fell in favor of the electorate. The conservative OĽaNO , a spin-off of the SaS, immediately became the third strongest force . The nationalist SNS , part of a Smer-led government coalition ( government Fico I ) from 2006 to 2010 , lost its status as a parliamentary party. As in 2010, the nationally conservative Hungarian SMK-MKP failed to make it into the National Council. As a result of the election result, Robert Fico (Smer) was able to rule with an absolute majority ( Fico II ).

In the 2014 European elections , the Smer and SDKÚ suffered clear losses, while the conservative NOVA , Most-Híd and OĽaNO entered the EU Parliament for the first time. The Catholic-conservative KDH was able to defend its status as the second strongest force, while the right-wing liberal SaS entered the EU Parliament for the first time. The SMK made it into a national parliament for the first time since 2009, and for the first time in its history, the SMK overtook the Most-Híd in the electorate.

In the election campaign, the issue of refugee policy in the refugee crisis was of great importance.

Electoral system

A blocking clause of 5 percent applies to all individually competing parties, and a blocking clause of 7 percent applies to coalitions of two or more parties. The election campaigns ended on March 3, 2016, and polls could only be published until February 20, 2016. The parties were allowed to use a maximum of three million euros to finance the election campaign and only funds that were kept in a transparent bank account were valid. Citizens of Slovakia with permanent residence abroad had to submit a request to the Slovak Ministry of the Interior by January 15, 2016 if they wanted to participate in the election.

For the formation of a government at least 76 of the 150 seats are required, a two-thirds majority requires 90 seats.

Attendees

The lists of candidates for the National Council election on March 5, 2016 could be submitted by the registered political parties or movements to the State Commission for Elections and Financial Control of the Parties by December 6, 2015 at midnight . According to the register of political parties of the Slovak Ministry of the Interior, a total of 155 political parties or movements were active in Slovakia on December 6, 2015. The following parties were represented before the National Council election or were regularly seen over five percent of the votes in surveys:

Election result

In the last two weeks before the elections, polls were no longer allowed to be published, but the election result contradicted all previous polls, forecasts and analyzes. At 59.82%, the turnout of the 4.4 million eligible voters was slightly higher than in the 2012 elections with 59.11%. The social democratic Smer-SD under Prime Minister Robert Fico , which had previously ruled with an absolute majority, was punished and fell from 44.4% in 2012 to 28.3%, as did the Catholic-conservative KDH , which with 4.9% for the first time since the elections 1990 failed because of the five percent hurdle. The former ruling party SDKÚ -DS, which led Slovakia to the EU and NATO during the Prime Ministerial of Mikuláš Dzurinda , sank into insignificance with its chairman Pavol Frešo (0.26%). The two parties of the Hungarian minority were also among the losers . Most-Híd lagged behind the good survey results and the SMK again failed to make it into the National Council.

The winners of the elections were the parties that had positioned themselves most against Robert Fico and his Smer-SD sole government before the election, such as the liberal SaS (12.1%) of Richard Sulík and the protest party OĽaNO (11.0%) of Igor Matovič . The election winners also included the protest party Sme rodina of the entrepreneur Boris Kollár , who with 6.6% made it into the National Council for the first time. The parties in the nationalist camp also won . The Slovak National Party (SNS), which was thrown out of the National Council in 2012 and was more moderate under its new chairman Andrej Danko , managed to get back with 8.6%. The right-wing extremist ĽSNS by Marian Kotleba (8.0%) is also represented in the National Council for the first time .

The new liberal-conservative party # SIET by Radoslav Procházka indeed managed a place in the National Council, but remained at 5.6%, well below the (also supported by surveys) high expectations.
