The parliamentary elections in Romania in 2016 took place on December 11, 2016.

Suffrage

The right to vote was changed in 2015. 329 members of the Chamber of Deputies (Camera Deputaților) were elected. 18 seats were reserved for ethnic minorities and six for Romanians abroad. In addition, the 136 members of the Senate (Senatul) were elected, with two seats reserved for Romanians abroad. The election was based on proportional representation . For the first time it was possible to vote by postal vote . This regulation was introduced especially in view of the increasing number of Romanians abroad. There is a threshold clause of 5% for parties and 8 to 10% for party alliances.

In the parliamentary elections in Romania 2012 , the parties united in the Social-Liberal Union USL ( Social Democratic Party , PSD, Conservative Party , PC, National-Liberal Party , PNL and National Union for the Progress of Romania , UNPR) won an absolute majority. As a result, their top candidate, Victor Ponta , party leader of the PSD, was elected Prime Minister. The right-wing National Liberal Party (PNL) left the USL and government in February 2014. In the 2014 presidential election , PNL candidate Klaus Iohannis won against Victor Ponta.

The government came under increasing allegations of corruption . In June 2015, prosecutors brought corruption charges against Ponta. After massive protest demonstrations triggered by a fire in a Bucharest nightclub , Ponta resigned in November 2015. He was succeeded by the non-party Dacian Cioloș , who was supported by the PSD and PNL. Cioloș declared that he wanted to remain independent.

In April 2016, PSD chairman Liviu Dragnea was sentenced to two years in prison for attempted electoral fraud in the 2012 referendum on the dismissal of the then bourgeois President Traian Băsescu . The sentence has been suspended. Before the election, President Klaus Iohannis had declared that he would not entrust any politicians with judicial problems with forming a government.

Parties

The party landscape has changed significantly since 2012. In particular, the Liberal Democratic Party (PDL) merged with the PNL after it had already switched from the ALDE Group to the EPP Group in the European Parliament . Prior to that, PMP and M10 had split off from PDL.

The ALDE was created in June 2015 from the socially conservative PC and the right-wing liberal liberal-reformist party PLR, which in turn was a spin-off from the PNL. The left-nationalist Civil Party of Dan Diaconescu (PP-DD) merged after Diaconescu had been convicted of fraud, in June 2015, the UNPR. Some of the PP-DD MPs founded the National Democratic Party of the PND. The UNPR, in turn, merged with the PMP in July 2016 after both parties did very poorly in the local elections. Before the merger, some of the UNPR MPs had converted to the PSD.

After the Union's electoral successes , Bucharest (USB) saves in the local elections in June 2016 - among other things, the mayoral candidate Nicușor Dan scored almost 30% in Bucharest - the “Union Saving Romania” ( Uniunea Salvați România , USR) was founded in July 2016 . In the surveys, this came to about 10% from the start. She supported the continuation of the technocratic cabinet of the incumbent Prime Minister Dacian Cioloș.

Government formation

After the election, PSD and ALDE agreed to form the government together. The PSD chairman Liviu Dragnea proposed Sevil Shhaideh (PSD) to the state president Klaus Johannis as prime minister, but he refused. The second proposal, the former telecommunications minister and deputy mayor of Timisoara Sorin Grindeanu (PSD), was accepted by Johannis.
