The parliamentary elections in Romania 2020 took place on December 6, 2020.

Electoral system

Chamber of Deputies

The 329 members of the Chamber of Deputies are elected in different ways: 308 are elected from 42 multi-member constituencies based in the counties and in Bucharest by proportional representation, four by proportional representation from a constituency representing Romanians living abroad.

The parties must exceed a threshold of 5% of the national votes or at least 20% of the votes in four constituencies. Additional seats can be added for ethnic minority groups that participate in the elections and cross a special (lower) threshold (currently 17).

The 136 members of the Senate are elected from 43 constituencies, made up of 41 counties (121 seats in total), Bucharest (13 seats) and one for Romanians living abroad (two seats).

Suffrage

Romanian citizens entitled to vote, domiciled at home or abroad, who would like to exercise their right to vote in the elections to the Senate and the Chamber of Deputies in 2020, could register for 15 days from April 1, 2020 in order to vote by post or at a polling station to be able to.

On April 30, 2020, 18,976,146 Romanian voters were registered in the electoral register.

The previous elections in 2016 resulted in a clear victory for the Partidul Social Democrat (PSD), which, however, missed an absolute majority in both chambers. The Partidul Național Liberal (PNL) lost many seats in favor of three parties that had stood for the first time - Uniunea Salvați România (USR), Alianța Liberalilor și Democraților (ALDE) and Partidul Mișcarea Populară (PMP).

Educated governments

Since the 2016 election, four different and a total of five cabinets have been formed.

The PSD first signed a coalition agreement with ALDE and formed the Grindeanu cabinet in January 2017 . However, this government did not last long and was replaced six months later by the Tudose cabinet (again consisting of PSD and ALDE), which in turn was replaced in January 2018 by the third PSD-ALDE cabinet Dăncilă .

In August 2019, ALDE left the coalition, whereupon Dăncilă was voted out of office by a vote of no confidence. In November 2019, a minority government under Ludovic Orban (PNL) came into office. The Ludovic Orban I cabinet was voted out of office by a vote of no confidence in February 2020, but remained in office on a provisional basis. It was finally re-elected by parliament in March and has ruled as Ludovic Orban II's cabinet ever since .

Election date and party merger

On September 30, 2020, ALDE President Călin Popescu-Tăriceanu proposed postponing the elections to March 2021. On October 2, 2020, the former USR MP Adrian Dohotaru, with parliamentary support from the PSD, submitted a bill to the Senate that provided for the parliamentary elections for March 14, 2021. The election was then carried out on December 6, 2020.

On October 8, 2020, Călin Popescu-Tăriceanu and Victor Ponta announced that their parties would line up with a joint list with a new name: Social-liberal PRO Romania ( Romanian PRO România Social-Liberal ).
