A total of 150 seats

The National Council election in Slovakia 2020 for the National Council took place on February 29, 2020.

The 150 members of the Slovak Parliament were elected . It was the eighth National Council election since Slovakia's independence in 1993. The last presidential election took place in 2019 .

Electoral system

Individual parties had to skip a threshold clause of 5 percent of the votes, for party alliances the limit was 7 percent.

The 150 elected representatives are elected by proportional representation in a single constituency (the whole of Slovakia). The mandates for parliament are allocated through the Hagenbach-Bischoff procedure .

Starting position

Previous election 2016

In the National Council election in 2016 , the left-wing populist party Smer-SD with Prime Minister Robert Fico lost the absolute majority in parliament that it gained in the 2012 election.

Almost all other parties were able to benefit from the losses of the Smer-SD, such as the liberal SaS and the protest parties OĽaNO and Sme rodina , which for the first time succeeded in entering the National Council. The national conservative SNS and the ultra-nationalist ĽSNS also won . The SNS managed to re-enter the National Council, ĽSNS the first time. The new liberal-conservative party SIET by Radoslav Procházka indeed managed a place in the National Council, but remained well below the high expectations.

The Catholic-Conservative KDH , on the other hand, missed parliamentary entry for the first time since 1990. The two parties of the Hungarian minority were also among the losers . Most-Híd lagged behind the good survey results and the SMK again failed to make it into the National Council.

Educated governments

The parties Smer-SD, SNS, MH and Sieť reached a coalition agreement shortly after the election; the government was sworn in on March 23, 2016. Fico's third cabinet thus consisted of a left-wing populist (Smer), a national conservative (SNS), an economically liberal (Sieť) party and a party of the Hungarian minority (MH). However, the three government posts due to the SNS were filled by non-party members at the suggestion of the SNS. She left the government in September 2016.

Government of Peter Pellegrini

After the murder of dissident journalists Ján Kuciak and its fiancée Martina Kušnírová in February 2018 which been numerous protests and a political and social crisis in Slovakia led, joined Prime Minister Fico in March 2018 back and beat the previous Vice-Prime Minister Peter Pellegrini as new head of government. The then President Andrej Kiska commissioned Pellegrini to form a new government, which was sworn in on March 22, 2018. The governing parties remained unchanged.

Debate on polling 50 days before the election

Various parties brought into play the extension of a survey ban in the summer of 2019. Instead of the previous 14 days before the day of the election, the parties Smer, SNS and ĽSNS, among others, should no longer be allowed to publish polls up to 50 days before the election day. Among other things, “obvious manipulation” was given as a reason. The parliament finally passed a corresponding law in October 2019. Slovakia would have had by far the longest polling period in Europe (followed by Italy with 15 days). In fact, the results of the polls in previous elections in Slovakia differed massively from the later results, which is extremely unusual in this form in a member state of the European Union. In the last National Council election in 2016 , the Sieť party, which stood for the first time, was predicted to have values ​​of 15 to 17 percent and second place, but ultimately the party only achieved 5.6 percent and just made it to the National Council as the eighth strongest party. The values ​​for the right-wing extremist party ĽSNS, on the other hand, were not shown individually in any survey, but with over eight percent it ultimately became the fifth-strongest party. However, the President of Slovakia, Zuzana Čaputová , did not sign the law because it "violates the right to information and the right to collect and disseminate information."

Government formation

At least 76 of the 150 parliamentary seats are required to form a government with a majority, and a three-fifths majority (necessary for constitutional amendments) requires 90 seats. Election winner Igor Matovič is expected to form a center-right coalition of his OĽaNO, SaS and Za ľudí, which would have a majority of 78 seats. Matovič has also announced talks with Sme rodina in order to put the government on a broader basis. Together the four parties could make constitutional amendments, e.g. B. in the areas of justice and law enforcement.

After almost three weeks of negotiations, the four coalition parties ( OĽaNO , SaS , Za ľudí and Sme rodina ) agreed on the government posts on March 18. OĽaNO receives the post of prime minister , as well as seven other ministries, SaS and Sme rodina are each entitled to three ministries and the Za ľudí party receives the remaining two ministries. The new Prime Minister of Slovakia was Igor Matovič , the chairman of the OĽaNO party.
