The Forsvarets Efterretningstjeneste (FE; German: Defense Intelligence Service ) is the Danish foreign intelligence service and at the same time the military intelligence service .

history

The Forsvarets Efterretningstjeneste emerged from the General Staff Efterretningssektion (founded in 1911) and the Marinestabens Efterretningssektion (1920s) during the transformation of the Danish military in the course of the establishment of NATO . The official founding date is October 1, 1950, the organization was then subordinate to the Forsvars Staff, the combined military command .

Control and structure

The FE is subject to the independent control of four organizations, the Defense Minister of Denmark has the command and oversees all activities. In addition, there is the Wamberg budget (for example: Wamberg Committee) that is headed by the Justitsministeriet . The Danish Parliament Folketing has also set up a standing committee for scrutiny. Most recently, the FE is subject to rig audits by the Financial Supervisory Authority .

The annual report published in 2017 by the Danish Intelligence Services Inspectorate , TET , showed that 12 percent of all electronic investigations against people residing in Denmark were carried out illegally by the FE. The service is not allowed to investigate anyone in Denmark without judicial authorization, but it did so anyway. The service also did not comply with the time limits for the investigations for investigations for which the FE has received approval.

Controversy

Due to the alleged cover-up of illegal surveillance through false information and withholding of information, the responsible secret service agents Thomas Ahrenkiel and Lars Findsen were removed from their office in 2020 . The main information was received from whistleblowers . It was also announced that the FE is working with the National Security Agency (NSA). A whistleblower drew attention to the fact that the FE uses the American Service's XKeyscore spy program and has thus also spied on its own government (including its own State Department and Treasury Department ).

According to research by the Danish Broadcasting Corporation , NDR , WDR and Süddeutscher Zeitung published at the end of May 2021, the FE helped the NSA to spy on politicians in several European countries (Sweden, Norway, the Netherlands, France and Germany). The FE helped by allowing the NSA to use the secret listening station Sandagergårdan near Copenhagen, where there is an Internet node of various submarine cables that the intelligence services tapped. According to research, the Danish government had been aware of the surveillance of neighboring European countries since 2015 at the latest, when the Dunhammer Report , which described the cooperation between the FE and the NSA, was published. According to the secret service sources of the Danish broadcaster DR, the NSA and the Danish FE also used the spy software XKeyscore to monitor European politicians.
