Ramzan Kadyrov ( Russian Рамзан Ахматович Кадыров , Chechen Къадар Ахьмат-кӀант Рамзан5. October 1976 in Zentoroi , Chechen-Ingush ASSR , Russian SFSR , Soviet Union , today Chechnya , Russia ) is a Chechen politician of the party United Russia and since May 2007 President (since September 2, 2010 "Head") of the Russian republic of Chechnya. His dictatorial administration is characterized by serious human rights violations , corruption and an escalating personality cult .

Life and politics

Kadyrov is the son of former Chechen President Akhmat Kadyrov , who was assassinated in May 2004. He is the head of the Kadyrowzy Security Force , named after his father , which human rights organizations have charged with various crimes against civilians, such as kidnapping, manslaughter and torture.

In December 2004, Ramzan Kadyrov was awarded the Hero of the Russian Federation by a decree of the then Russian President Vladimir Putin . From March 2006, Kadyrov was Prime Minister of the Russian Caucasus Republic of Chechnya .

On March 2, 2007, on Putin's proposal, the Chechen parliament elected him president of the country after he had turned 30, the minimum age for the election of the Chechen leader. On April 5, 2007, Kadyrov was introduced to office in Gudermes . In one of his first official acts, he promised the reconstruction of the country that had been destroyed by the war, extensive economic aid and a comprehensive fight against terrorism. His reform plans are to be implemented with massive financial help from Moscow and increasing revenues from oil exports.

Ramzan Kadyrov are personally directly subordinate to the Kadyrowzy , a separate armed force.

In March 2015, Kadyrov was awarded the Russian Order of Honor . This was partly interpreted in the West as a gesture of reconciliation with Moscow after a state investigation linked the murder of Russian opposition politician Boris Nemtsov to Chechnya.

Kadyrov is a Muslim and a follower of Sunni Sufism . According to a compilation of facts by Ilya Yashin , Kadyrov announced in 2010 that Sharia law was above Russia's law and that the enemies of Islam should be eliminated.

Personality cult

After the death of his father, Ramzan Kadyrov became the most important figure in Chechen politics. Kadyrov was initially Vice Prime Minister and was responsible for security issues in this role. The rise to head of government followed in March 2006. Since then, Chechnya has experienced a growing personality cult around Kadyrov; so stands z. For example: “Ramzan, we are proud of you” under large portraits that are placed over the streets of Chechnya. On September 2, 2010 he had the Chechen parliament change his name from “President” to “Head”. According to Kadyrov, only one person in the Russian Federation is entitled to the designation "President", namely the head of state. In Parliament, however, proposals were also discussed to give Kadyrov the title of “Imam” or “Father of the People”.

In 2015 it no longer seemed clear whether Kadyrov was more of a threat or a guarantee for the security of the region. Kadyrov's rule is becoming more and more arrogant and difficult for the Kremlin to control. His expressions of loyalty can also be seen as a show of power; In December 2014, he declared in front of 20,000 armed men in the Grozny stadium: “We are Putin's infantry troops.” There are tasks that no air force, no navy, no army and no nuclear weapons can cope with, but only volunteers.

Torture and murder

Umar Israilov , a Chechen who fled to Austria in 2004, who had fought against the Russians and then served in Kadyrov's bodyguard, wanted to share his knowledge of Kadyrov's regime with the public and had filed a complaint with the European Court of Human Rights . He enclosed witness transcripts, expert reports, sketches of torture chambers and photos of abused Chechens with the complaint. According to an alleged agent of Kadyrov, Israilov was therefore on a list of 500 people who were to be murdered on behalf of Kadyrov. In fact, Israilov was killed on the street in Vienna in January 2009.

Kadyrov has always denied having been involved in the murder. He has publicly denied the existence of a death list several times - or even declared it to be “nonsense”.

Russian human rights organizations have also linked Kadyrov to the murder of human rights activist Natalia Estemirova . Kadyrov had criticized Estemirova several times, and she is said to have been threatened by government agencies - including Kadyrov personally. She was found dead in July 2009 with multiple head and chest shots.

In March 2009, Sulim Yamadayev , a former Chechen general and one of Kadyrov's main opponents, was shot dead in a parking lot in an affluent district of Dubai . Since 2002 he was in command of one of the most notorious combat units in Chechnya “Vostok” (“East”). At a meeting in March 2008, Kadyrov accused the unit and its leader, Yamadayev, of mass murdering civilians. A short time later, Yamadayev settled in the United Arab Emirates and lived there for some time under a false name. His death was only confirmed by Russian officials in July 2010.

In a documentary by Ilya Yashin , Kadyrov is accused of corruption. Although he earns 60,000 euros per year according to his own tax return, Kadyrov leads a luxurious lifestyle with a collection of expensive watches and cars, a residence and 102 horses.

In the same documentary, Yashin accuses Kadyrov of endangering the national security of Russia, who is building up an Islamist despotism .

Others

Kadyrov receives extensive support from the Russian state government and ruling party. Among the supporters, especially Viktor Zolotov, one of the closest confidants of Putin and Vladislav Surkov, who was responsible for Russian domestic politics between 1999 and 2011, should be mentioned. In 2008, several dead women were found in Chechnya who were believed to have been honor killings . Thereupon Kadyrov called honor killings a most serious crime. "Such traditions do not exist in the customs of the people or in Islam," said Kadyrov. He called for increased educational work and a better spiritual and moral education to prevent honor killings. The Swiss Tages-Anzeiger , on the other hand, quoted an indefinite source according to which Kadyrov had advocated the killing of the young women.

According to Ramzan Kadyrov, at the end of 2010 the leadership of the republic and the clergy won a victory against Wahhabism in Chechnya. Kadyrov described the Wahhabis as enemies of Islam who will go the way to hell. "The young people have recognized the true face of this radical Islamic movement and no longer want to be driven into the ranks of the extremists," said Kadyrov.

In April 2013, Sports Minister Salambek Ismailov had to train in a boxing ring with Kadyrov on the grounds that the restoration of his ministry was not going ahead.

On July 25, 2014, Kadyrov was placed on the European Union's sanctions list in connection with Russian policy towards Ukraine .

On December 4, 2014, Russian media reported on an anti-terrorist operation against Islamist rebels in Grozny , which Kadyrov had personally directed. The attackers had raided a police station with three vehicles and killed several police officers in the process. After that they were holed up in a publishing house in the center of the Chechen capital. Together with the ensuing skirmish, a total of ten police officers and nine attackers were killed.

In May 2015, Kadyrov attended a wedding at which police chief Naschud Gutschigow married his second wife, who was only 17 years old at the time. The wedding could only take place after his advocacy, otherwise it is illegal in Chechnya to marry minors. Observers assume a forced marriage . In Russia, the reports sparked public outrage over Kadyrov. Kadyrov also advocates polygamy in other ways .

In December 2017, the US Treasury Department put Kadyrov on the Magnitsky List, a law passed in 2012 that bans entry into the US and freezes all assets for people accused by the US government of human rights violations. American companies and citizens are prohibited from doing business with the Chechen President in this context. For his part, Kadyrov denies all allegations.

In March 2011, a football match was held in Grozny, in which a Chechen selection competed against a Brazilian world championship team.
