Igor Wenediktowitsch Plotnitski ( Russian Игорь Венедиктович Плотницкий ; Ukrainian Ігор Венедиктович Плотницький ; born  June 26, 1964 in Luhansk ) is a Ukrainian rebel leader. He was the head of the republic of the internationally unrecognized people 's republic of Lugansk .

Life

Plotnitsky was born in Luhansk in 1964, according to other sources in Kelmentsi in Chernivtsi Oblast . He served in the Soviet Army from 1982 and graduated from the Artillery Engineering School " Nikolai Voronow " in 1987 . In 1991 he was discharged from the armed forces with the rank of major . From 1992 to 1996 he worked as an engineer in various companies and as deputy commercial director. From 1996 to 2002 he managed the holding company "TF Skarabej", which was active in the wholesale and retail trade of fuels and lubricants. He worked from 2004 to 2012 the area inspection of Consumer Protection responsible and worked as a chief specialist, deputy head of department, head of quality control of non-food goods and oil products as well as department head for market surveillance. In 2008 he passed the civil service diploma of the Eastern Ukrainian University " Vladimir Dal ".

During the war in eastern Ukraine , he was appointed Minister of Defense of the self-proclaimed People's Republic of Luhansk in May 2014. In June 2014, a Kiev district court authorized the Ukrainian judiciary to arrest him and the eleven other representatives of the Lugansk and Donetsk People's Republics for “establishing a terrorist organization”.

After the resignation of Valery Bolotov , Plotnitsky was installed as Prime Minister of the self-proclaimed Lugansk People's Republic on August 20, 2014. He is aiming for a secession of Luhansk Oblast from Ukraine. The rebel leader took part in the negotiations of the OSCE Contact Group and made an announcement on September 5, 2014, together with the former Ukrainian President Leonid Kuchma , the OSCE envoy Heidi Tagliavini , the Russian ambassador to Ukraine Mikhail Zurabov and the militia leader of the self-proclaimed People's Republic of Donetsk Alexander Sakharchenko in Minsk signed an armistice. On September 9, 2014, he stated that he would not allow the Ukrainian government to control the border with Russia and would not allow the People's Republics to be isolated. In the election for head of the Luhansk People's Republic on November 2, 2014, which Russia did not recognize, but only accepted, he received 63.8 percent of the votes cast.

In November 2014, Plotnitsky challenged the Ukrainian President Petro Poroshenko in an open letter to a life-and-death duel in order to resolve the conflict in Ukraine . He suggested that the winner should then be allowed to dictate to the political opposing side his terms for resolving the conflict. The Ukrainian Foreign Office spokesman replied that Plotnitsky was only worthy of a duel with the Ukrainian judiciary.

Plotnitski was placed on the European Union's sanctions list on July 11, 2014 . According to the Frankfurter Allgemeine Zeitung, Plotnitski is a “follower of the Russian general line”. It cannot be ruled out that Russian intelligence services were involved in the assassinations that killed several militia leaders in the Lugansk region between December 2014 and December 2015. They would not have wanted to submit to Plotnitsky's leadership.

On August 6, 2016, he was probably seriously injured in a land mine attack on his vehicle in Luhansk. Because of "health problems" he announced his resignation on November 24, 2017.

Plotnitski is married and has a daughter and a son.

Accusation of anti-Semitism

Like the "Prime Minister" of the self-proclaimed and internationally not recognized " Donetsk People's Republic " Alexander Vladimirovich Sakharchenko , Plotnitsky referred to the rulers in Kiev several times as Jews and, with the use of the name "Valtzman", alluded to anti-Semitic rumors about the "real" family name of Petro Poroshenko's father in circulation. In a lecture entitled “Contemporary Ukraine as a Fascist State of a New Kind” at a Russian university in June 2015, Plotnitsky said that Jews were responsible for the Euromaidan . He also said that the name "Euromaidan" may have been derived from Ukrainian Jews who, in Plotnitsky's view, constitute a majority in the Ukrainian government, because in Russian "Jewrej" (Eng. "Jew") sounds similar to "Jewro" ( German "Euro"). Although he has nothing against “Valtzman, Hrojsman and many others” and also not against Jews, the term “Euromaidan” suggests that the leaders are Jews.
