Valerij Wassiljewitsch Gerasimow ( Russian Валерий Васильевич Герасимов , English Valery Gerasimov ); *  September 8, 1955 in Kazan , formerly Tatar ASSR , RSFSR , USSR (now Republic of Tatarstan , Volga Federal District , Russian Federation ) is a (formerly Soviet) military leader in Russia . Gerasimow comes from a working-class family. He graduated from the Suvorov Military School in Kazan from 1971 to 1973 with distinction.

Gerasimow studied from 1973 to 1977 at the officers' college for commanders of the armored forces in Kazan, from which he graduated with a gold medal (special diploma). He then served in the Soviet Army as platoon leader, company commander , chief of staff of a tank battalion in the 80th Panzer Regiment of the 90th  Guards - Panzer Division of the Northern Group of Troops in Poland, Garrison Legnica . Gerasimov graduated from the Malinowski Military Academy of Armored Forces from 1984 to 1987 with distinction. In December 2010 Gerasimov was appointed Deputy Chief of the General Staff of the Armed Forces of Russia .

From April 2012 Gerasimov commanded the troops of the Central Military District.

After the change in the role of Defense Minister from Anatoly Serdyukov to Sergei Shoigu , Colonel-General Valery Gerasimov was appointed Chief of the General Staff of the Armed Forces - First Deputy Defense Minister of the Russian Federation - by presidential decree on November 9, 2012 as the successor to Nikolai Makarov .

Imposing sanctions from abroad

At the end of January 2013, before the annual general meeting of the Academy of Military Sciences of Russia, Gerasimov gave his first programmatic public speech on the topic: "Fundamental tendencies in the development of forms and methods of deployment of the armed forces - The current tasks to perfect military science ."

Political, economic, communicative, humanitarian and other non-military measures would be used in connection with the protest potential of the population of the target countries and would be increasingly more important than conventional firepower.

Reinterpretation to the "Gerasimov Doctrine"

This speech was only received in the West after independent experts and NATO evaluators made it clear that Russia is waging the war in Ukraine according to these measures and tactics. The outlined point of view is referred to as the "Gerasimov doctrine" ( Gerasimov doctrine ).

The creator of the term, the historian and political scientist Mark Galeotti later relativized the term and noted that a "Gerasimov doctrine" does not exist. As a public speech, at least partially published online on March 4, 2019 in the Krasnaya Zvezda - the official newspaper of the armed forces of Russia - a signal should of course also be sent to the outside world: Russia is strictly defensive, its main political goal is war prevention. The Russian Federation is also determined to defend its current statehood and would not hesitate to use its entire military potential to do what can be seen as a deterrent signal.

Gerasimov pointed out that Russia's geopolitical rivals are preparing for war with a “high-tech opponent” using precision weapons and actively carrying out informational counteraction. Under these conditions, Russia would have to adapt to waging wars and armed conflicts of a new type. In this respect, this speech is undoubtedly a warning to all those western politicians and military who are playing with the idea of ​​a nuclear war limited to Europe .

Russia wants to be perceived as a sovereign and equal Eurasian state. In view of the current mutual perception of threats, Gerasimov draws attention to Russia's willingness and growing capabilities for national military defense.

Russia sees the greatest challenges in the continued expansion of the system of NATO's military presence right up to the borders of Russia and in the qualitative renewal and quantitative expansion of the US and NATO's nuclear potential that has begun .
