Berger was born in 1903 as the daughter of the Ottoman politician Mehmed Şakir Pascha (1855-1914) on the island of Büyükada . Her brother Cevat Şakir was a well-known writer, her sister Fahrelnissa Zeid a well-known artist. She was the aunt of the ceramic artist Füreya Koral and the painter Nejat Devrim .

Berger attended the French-language Lycée Notre Dame de Sion Istanbul, where he studied painting and music (piano), but was unable to finish this course because of the First World War, as the school was closed. In 1924 she took violin lessons from Karl Berger-Boronoi . The two became a couple and lived together for many years, but did not get married until 1947. Karl Berger died after only six months of marriage.

From 1935 to 1939 she lived in Berlin and Paris, then in London. There she worked for three years with John Buckland Wright . In 1951 she returned to Istanbul and had her first solo exhibition here. During this time she mainly made etchings and engravings. She owned the first private gravure press in Turkey. From the mid-1950s she also painted. Her favorite subjects were landscapes and cityscapes of Istanbul.
