The Office for Road Traffic and Shipping of the Canton of Friborg (ASS) is the cantonal authority responsible for the approval of people, vehicles and ships on roads and waterways. It is administratively assigned to the Security and Justice Directorate of the Canton of Friborg.

For the canton of Friborg, the ASS takes on the task of carrying out traffic permits for drivers, vehicles and ships so that they comply with all the safety guarantees of road and shipping traffic.

history

Automobile office

The ASS was a cantonal office until 1997 and was called "Automobile Office".

Independent public law institution

On January 1, 1997, the office officially made the step from a state agency to an independent, public-law company, as an autonomous institution under public law . The autonomous status was granted as part of the structural reform carried out by the State Council of the canton of Friborg in order to make cantonal administrative management more flexible and impact-oriented.

The independence grants the office the necessary freedom of action in order to be able to adapt management and services to the rapidly changing and increasingly competitive environment.

Since January 1, 1997, the office has been a separate legal entity registered in the commercial register with largely autonomous management.

Vehicle driver

Learner driver

On request (form), the young driver will be issued a learner's license. One of the prerequisites for issuing a learner's license is attending an emergency aid course. The driving test includes a theoretical and a practical part. An additional theory is required for some special categories of driving license (C, C1 / D1, D or ARV-2). The practical test must take place within two years of passing the theory test.

With the practical driver's test , the traffic expert determines whether the candidate is capable of driving a motor vehicle of the corresponding category while observing the traffic rules, even in difficult traffic situations, with foresight and consideration for the other road users.

To ensure road safety, all vehicles are subject to a statutory inspection requirement and must be regularly presented for inspection. The control authority checks whether the vehicle complies with the statutory safety requirements. Every year around 80,000 vehicles are tested for roadworthiness in the canton of Friborg.

License plates

In 1896 the first vehicle with Freiburg license plates was registered. The vehicle owner can choose from the free numbers. Often a deep or special number (e.g. a date of birth) is desired. An auction platform was set up for these signs.

The canton of Friborg publishes a car index in paper form. This lists all license plates with the holder, unless he waives his number in writing.

Quality and environmental policy

As a service provider in the public service, the ASS takes its role model function with the ISO certifications 9001: 2008 (quality management) and 14001: 2004 (environmental management) as well as with the accreditation by the SAS according to the EU standard 17020 for the processes of technical vehicle and ship controls true.
