The BFU, advice center for accident prevention ( French BPA, Bureau de prévention des accidents , Italian UPI, Ufficio prevenzione infortuni ) is a foundation organized under private law . As a competence center, the BFU researches and advises so that fewer serious accidents happen in Switzerland - on the road, at home, in leisure time and during sport. Since 1938 she has been analyzing accident blackspots , evaluating statistics and developing effective prevention tools. It conveys specialist knowledge, gives practical tips on prevention and is on site with 1200 security delegates across the country. The BFU, headquartered in Bern, has a public mandate for these tasks .

assignment

The mandate covers all non-occupational accidents affecting the entire population. In addition to accident-related death and disability, the BFU is primarily concerned with the prevention of serious injuries.

The counseling center determines goals, priorities and work program based on the need for action (accident priorities) and knowledge about the effects of preventive measures (good practice knowledge). The social and political environment and the resources available are also taken into account.

The advice center orients itself in its commitment to the prevention cycle. It analyzes the need for action, formulates goals with regard to the accident, looks for suitable interventions, carries out measures and reviews them scientifically. The final evaluation should provide information for new measures.

The BFU passes on its knowledge of training, advice and communication to private individuals, specialist groups and multipliers . It is active both in the prevention of relationships (infrastructure, technology, product safety, law and standards) and behavioral prevention. The BFU does not take into account any particular economic or political interests. She works closely with prevention partners, authorities, associations and business and coordinates the activities. It maintains its national and international contacts and is regionally anchored.

The activity is primarily financed by a surcharge on the premium for non- occupational accident insurance, the amount of which is determined by the Federal Council . In addition, there is income from service contracts from the Fund for Traffic Safety (FVS) and the State Secretariat for Economic Affairs (SECO) as well as through the charging of services.

Accident black spots and priority programs

The BFU is involved in the areas of road traffic, at home, in leisure time and in sports. It focuses on the following main accident areas (accidents that are particularly frequent and / or serious):

  • Road traffic: Passenger cars, motorcyclists, cyclists, pedestrians
  • Sports: skiing, snowboarding, cycling / biking, mountain hiking / climbing, bathing / swimming, football
  • Home and leisure: falls on the same level, falls from a height, falls on the stairs, accidents with tools / equipment, accidents with broken pieces / sheet metal, accidents due to suffocation

The BFU is also concerned with product safety. On behalf of the State Secretariat for Economic Affairs , the BFU is the control body for products in the non-occupational accident area.

The advice center carries out priority programs. These take place in five phases according to the prevention cycle. A priority program usually lasts four to six years. The bfu is currently running priority programs on the topics of new drivers, snow sports, bicycles, falls, motorcycles, mountain sports (summer) and speed.

partner

The BFU operates accident prevention together with partners. This also includes the following multipliers:

  • 1200 bfu security delegates in municipalities and cities as a link between the advice center and the population.
  • 3500 safety officers in the factories
  • 270 police traffic instructors
  • Teachers in schools
  • Associations and institutions
  • media

Awards

Every two years, the counseling center awarded the “Committed Community” prize to a city or community that was particularly committed to accident prevention.

The advice center was a partner in the “ Ritter der Strasse ” campaign, which honors people who distinguish themselves through exemplary behavior in road traffic. From 1969 to 2018, 475 Knights of the Street were honored. Interest has decreased in recent years, which is why the sponsoring organizations have decided to stop the activities of the "Knights of the Road" campaign.
