Erwin Jutzet (born May 7, 1951 in Friborg , resident in St. New Year's Eve ) is a Swiss politician ( SP ) and State Councilor of the Canton of Friborg .

His parents were Joseph Jutzet, small farmer and worker, and Josefine geb. Shepherd. He has five siblings. In 1982 he married Luzia Haeller. The couple has four children and lives in Schmitten .

After primary school in Schmitten and secondary school in Tafers , Erwin Jutzet passed his Latin-Greek Matura in Immensee (SZ). He studied law at the University of Freiburg, graduating in 1975 with a licentiate. After an internship at the law firm Hank & Studer in Murten, he worked as a lawyer in the cantonal department for municipalities and parishes. In 1979 he was admitted to the bar. He was a clerk at the District Court of See, Vice-President of the Labor Court and commercial register manager and became a federal clerk in 1981 (first in the public law department, then in the civil law department). In 1984 he opened his law firm in Freiburg .

In 1985 Erwin Jutzet was defeated in the third round of the cantonal judge election by lawyer Pierre Corboz (62 against 56 votes). This defeat was the starting point of an initiative for the election of judges by the people, which was rejected in 1989. The Freiburg resident was appointed substitute judge at the cantonal and federal courts.

In 1981 he ran unsuccessfully for the upper office of the Sense District, but was elected in the same year as a member of that district in the Grand Council, of which he was a member until 1995. He worked hard to ensure that German and French are recognized as official languages ​​with equal rights. His motion led to the revision of the language article (Art. 21) of the cantonal constitution (1990). From 1988 to 1994 he was the SP parliamentary group leader and in 1995 he presided over the Grand Council.

In 1995 Erwin Jutzet was elected to the National Council, where he sat until March 2007. He chaired the Foreign Affairs Commission, the EFTA / European Parliament delegation and the Commission for the preparation of the election of federal judges. He was also a member of the legal commission. Due to his keen interest in Africa, he led a delegation from the Foreign Affairs Commission to Mozambique and made trips to the Great Lakes region.

In 1991 he ran unsuccessfully for the Council of State. In 2006 he was elected and took over the security and justice management. He was a member of the Justice Council and has chaired the Commission for Organized Crime and White-collar Crime of the Conference of Cantonal Justice and Police Directors since 2008. In 2011 he was President of the State Council.

Erwin Jutzet carried out important reforms that are reflected in laws. So he presented the project for a community police force and a law on video surveillance. The Grand Council approved his proposal to accommodate the cantonal court in the former Augustinian monastery. The judges had spoken out against this building. A new building was planned for the police. He also pushed through the adoption of laws on the harmonization of registers and on civil protection. A law on the fire police, which includes a reorganization of the fire brigade, and an executive law on the civil code have also been approved.

Erwin Jutzet passed a new judicial law that summarized and updated various texts and was in accordance with the new regulations on the administration of justice. He presented a draft law on the integration of migrants and the prevention of racism. A law on prostitution was passed, as was one on development cooperation. He concluded agreements with the Canton of Bern on the supervision of pension funds.

Erwin Jutzet was president of the IV commission of the canton of Friborg, the foundation «Les Buissonnets» and the Swiss health league conference, as well as a founding member of the tenants' association Deutschfreiburg. He was confirmed in office in the 2011 State Council elections.
