André Weiss (lawyer)

Charles André Weiss (born  September 30, 1858 in Mulhouse , †  August 31, 1928 in The Hague ) was a French lawyer . He worked as a professor at the Universities of Dijon and Paris and served as a judge at the Permanent International Court of Justice from 1922 until his death .

Life

André Weiss was born in Mulhouse, Alsace in 1858 and studied law at the University of Paris , which he completed in 1880 with a doctorate and the agrégation , the entrance examination for teaching. The following year he became a professor at the University of Dijon, in 1891 he moved to the law faculty of the University of Paris. From 1896 to 1908 he held a full professorship for civil law and from 1908 for international law and private international law . From 1907 he also acted as legal advisor to the French Foreign Ministry. In this function he was a close confidante of Foreign Minister Aristide Briand and, after the end of the First World War, also took part as a delegate at the Paris Peace Conference, where he headed one of the conference's sub-commissions.

From 1920 he was a member of the Permanent Court of Arbitration in The Hague . In September 1921 he was elected by the Assembly and the Council of the League of Nations as judge at the newly established Permanent International Court of Justice . His fellow judges also elected him vice-president when the court began to work on February 3, 1922. In this office he was confirmed in both 1924 and 1927. He died in The Hague in August 1928 before the end of his term as judge and vice-president. His compatriot Henri Fromageot was elected as his successor as judge, followed by the Swiss Max Huber in the office of Vice President .

André Weiss taught in 1923 as a lecturer at the Hague Academy for International Law . From 1887 he was a member of the Institut de Droit international , whose 30th session, held in Grenoble in 1922, he chaired, and from 1914 a member of the Académie des sciences morales et politiques .
